ﺑﺮرﺳﯽ ﻋﻮاﻣﻞ ﻣﺆﺛﺮ ﺑﺮ ﺗﻮﺳﻌﮥ ﻓﻨّﺎوري اﻃﻼﻋﺎت در ﺳﺎزﻣﺎن ﻫﺎي ﺣﻔﺎﻇﺘﯽ

Examining the Influencing Factors on IT Development in protection organizations (Case Study of the Headquarter of Police Intelligence Organization)

زمينه و هدف: در عصر حاضر، فنّاوري اطلاعات در تعريف قدرت و تمدن جوامع، نقش كليدي پيدا كرده است. در دهه‌هاي اخير كشورهاي پيشرفته و صاحب فنّاوري‌هاي نوين، به فنّاوري اطلاعات به عنوان محور بنيادين توسعه، توجه خاصي پيدا كرده به‌طوري كه هر يك از آنها به نوبة خود طرح‌هاي ملي و منطقه‌اي خاصي را براي توسعه اين فنّاوري در دستور كار خود قرار مي‌دهند. سازمان‌هاي حفاظتي نيز به منظور پيشبرد هدف‌هاي راهبردي تحت مديريت خود نيازمند به‌كارگيري، ارتقاء و توسعة فنّاوري اطلاعات و بهره‌مندي از فوائد بي‌شمار آن است. هدف اين پژوهش، بررسي و شناخت عوامل ساختاري، رفتاري و زمينه‌اي مؤثر بر توسعة فنّاوري اطلاعات در سازمان‌هاي حفاظتي است. روش‌شناسي: اين پژوهش از نظر هدف كاربردي بوده كه به روش توصيفي- پيمايشي انجام شده است. جامعة آماري اين پژوهش 68 نفر از مديران، مسئولان و كارشناسان حوزة فنّاوري اطلاعات يكي از واحدهاي حفاظتي هستند. به منظور اتقان بيشتر و تعميم يافته‌ها، حجم نمونه در اين تحقيق به صورت تمام‌شمار انتخاب شده است. روش جمع‌آوري اطلاعات، كتابخانه‌اي و با استفاده از ابزار پرسش‌نامه انجام شده است. همچنين براي تجزيه و تحليل داده‌ها از نرم‌افزار تحليل داده‌هاي آماري استفاده شده است. يافته‌ها و نتيجه‌گيري: يافته‌هاي تحقيق نشان مي‌دهد بر اساس نتايج آزمون فريدمن از بين عوامل ساختاري، رفتاري و زمينه‌اي مؤثر بر توسعة فنّاوري اطلاعات در سازمان‌هاي حفاظتي بعد رفتاري با 85.91 درصد در اولويت اول؛ بعد زمينهاي با 83.71 درصد در اولويت دوم و بعد ساختاري با 83 درصد در اولويت سوم قرار دارد.

Background and Aim: In the present era, information technology has played a key role in defining the power and civilization of societies. In recent decades, advanced and modern technology has focused on information technology as the core of development, with each of them in turn putting forward national and regional plans for the development of this technology. The protection organs also need to use, promote and develop its information technology and benefit from its numerous benefits in order to advance strategic objectives with its management. The purpose of this study is to investigate and identify the structural, behavioral and effective factors affecting the development of information technology in this organization.
Methodology: This research utilizes a descriptive-survey method. The statistical population of this study is 68 managers, officials and IT experts of one of protection units. In order to further refine and generalize the findings, the sample size in this research has been selected as a whole. The method of data collection was library and using a questionnaire tool and for the validity of this research, from the viewpoint of thinkers, experts and professors, and its reliability was calculated through Cronbach's alpha coefficient (0.91). Structural equations and exploratory-confirmatory factor analysis methods have also been used to analyze the data.
Findings and Conclusion: According to the results of the research, based on the Friedman test results among the structural, behavioral and background factors affecting the development of information technology in NAJA the behavioral dimension with 85.91 percent is in the first priority; background dimension with 83.71 percent is in the second priority and structural dimension with 83 percent stand in third priority
