Introducing a New Framework for the Pathology of the Command and Control System

جلب اعتماد فرماندهان و مديران ارشد، براي اتكا به سامانه‌هاي فرماندهي ‌و كنترل در جهت انجام مأموريت، مستلزم سامانه‌اي متناسب با دكترين سازمان است كه آسيب‌پذيري آن برطرف شده و بتواند، انتظارات فرماندهان و مديران را برآورده نمايد. در راستاي افزايش كارايي و اثربخشي نظام فرماندهي و كنترل، مي‌بايست ابتدا وضعيت موجود نظام مذكور به‌وسيله مميزي مستقيم، مشخص و مورد آسيب‌شناسي قرارگرفته و با شناسايي آسيب‌ها و رفع آن‌ها، كارايي و اثربخشي سامانه را افزايش داد. اين مقاله خلاصه انجام يك كار پژوهشي است كه گردآوري داده هاي آن، با مطالعه و بررسي كتب، مقالات علمي و پژوهشي، پروژه‌هاي تحقيقاتي انجام‌شده، اسناد و مدارك سازماني، سايت‌هاي معتبر اينترنتي و بررسي‌هاي ميداني، انجام شده و تلاش گرديده تا يافته‌هاي تحقيق با ابزار مناسب، به روش توصيفي، تحليلي و پيمايشي تهيه و ارائه شود و براي رسيدن به هدف و پاسخ به سؤال تحقيق، نظام فرماندهي و كنترل و مدل‌هاي آسيب‌ شناسي، مورد بررسي قرارگرفته و مؤلفه‌هاي آن در بستر روشي علمي استاندارد مشخص گرديده و سپس اقدام به اخذ نظر خبرگان تحقيق از طريق پرسشنامه نموده و با استفاده از نرم‌افزار SPSS و همچنين تحليل محتوا داده‌هاي جمع‌آوري‌شده، مورد تحليل قرار داده و چارچوبي براي آسيب‌شناسي نظام فرماندهي و كنترل ارائه گرديده است

Gaining the trust of commanders and senior managers to rely on command and control systems to accomplish the mission requires a system tailored to the doctrine of the organization whose vulnerabilities are resolved and able to meet their expectations. In order to increase the efficiency and effectiveness of the command and control system, the existing status of the system should be identified, and the system must be pathological, and then enhanced efficiency and effectiveness by identifying and removing the damage. This article is a summary of a research work that has been collected through the study and review of books, scientific and research articles, research projects, organizational documents, reputable web sites and field surveys, and attempted to research findings Provide by descriptive-analytical approach. To achieve the purpose and answer the research question, in the first step the researcher examines the command and control system and the pathological models, then identifies its components in the context of a standard scientific method and subsequently takes the opinion of the research experts through a questionnaire and was analyzed Using SPSS software and content analysis of the collected data. Finally a framework for the pathology of the command and control system is presented.
