چكيده فارسي :
امروزه، با توجه به محدوديت بودجة دولتي در تأمين مالي پروژههاي حوزة فناوري اطلاعات و ارتباطات، استفاده از مشاركت عمومي‌ـ خصوصي ميتواند بسيار راهگشا باشد. همچنين با توجه به صرف بودجه‌هاي كلان و زمان طولاني براي اجراي اين پروژه ها نيل به اهداف اصلي پروژه و حصول موفقيت در اين پروژه ها از اهميت بسيار بالايي برخوردار است. نيز به علت اينكه پروژه هاي مشاركت عمومي در بخش فناوري اطلاعات و ارتباطات ممكن است در طول حيات خود با ريسكهاي متنوع مواجه شوند كه اهداف اصلي پروژه را تحت تأثير قرار دهند شناسايي و ارزيابي ماهيت ريسكها ضروري به نظر مي رسد. در اين نوشتار سعي شده است، پس از تبيين ويژگي‌هاي اين قراردادها و ريسكهاي موجود در استفاده از آن‌ها، به خطرات استفاده از قراردادهاي مشاركت عمومي ـ خصوصي در بخش فناوري اطلاعات پرداخته شود و نحوة مديريت اين ريسكها نيز تشريح شود.
چكيده لاتين :
Nowadays, given the limited government funding in financing the projects of the ICT sector, the use of public private partnership can be very promising. Also, given the large budgets and the long time spent on these projects, achieving the main goals of the project and success in these projects are very important. On one hand, because public-private partnership projects in the ICT sector may face a variety of risks during their lives that affect the main objectives of the project, identifying and assessing the nature of the risks seems necessary. In this paper, after explaining the features of these contracts and the risks involved in using them, has tried to discuss the risks of using public private partnership contracts in the IT sector and how these risks are managed.
