ضرورت آموزش حقوق مخاصمات مسلحانه (دريايي) در نيروي‌هاي مسلح با تأكيدي بر كاركنان نيروي دريايي راهبردي ارتش جمهوري اسلامي ايران

The Necessity of Training the Naval Armed conflict Laws in the Armed Forces with Emphasis on Strategic Naval Staff of the Islamic Republic of Iran Army

آموزش حرفه‌اي حقوق مخاصمات مسلحانه دريايي به نيروهاي دريايي در زمان صلح، پيش‌شرط اساسي رفتار صحيح در زمان مخاصمه مسلحانه و ابزاري براي ترميم آلام قربانيان، نجات انسانيت و اجراي يك جنگ قانونمند مي‌باشد. آموزش حقوق مخاصمه مسلحانه دريايي به نيروهاي دريايي به عنوان ﯾﮑﯽ از اﻫﺪاف ﭘﺎﯾﻪاي است كه نه تنها موجبات ترويج و تقويت حقوق مخاصمه را فراهم مي-آورد بلكه منجر به ﺗﻀﻤﯿﻦ اﻣﻨﯿﺖ و حفظ تماميت ارضي جمهوري اسلامي ايران در ﭘﺮﺗﻮ اﺣﺘﺮام ﺑﻪ قواعد ﺣﻘﻮق مخاصمه مسلحانه بين‌المللي مي‌شود. ﻫﺪف اﺻﻠﯽ اﯾﻦ ﭘﮋوﻫﺶ تبيين ضرورت آموزش قواعد حقوق مخاصمات مسلحانه دريايي در پرتو اسناد بين-المللي و داخلي به نيروهاي مسلح و به‌ويژه به نيروي دريايي راهبردي ارتش جمهوري اسلامي ايران مي‌باشد. لذا نگارنده در اين مقاله ضرورت آموزش قواعد حقوق مخاصمات مسلحانه دريايي در نيروي دريايي راهبردي ارتش جمهوري اسلامي ايران، به منظور آشنايي كاركنان نيروي دريايي با قواعد حقوق مخاصمات مسلحانه را تبيين نموده، و با ارائه راهكارها و پيشنهاداتي، زمينه ترويج و توسعه اين قواعد را در سطح نيروهاي مسلح و نيروي دريايي را فراهم آورد. در اين راستا اين تحقيق از نوع كاربردي- توسعه‌اي بوده و روش تحقيقي پژوهش حاضر روش تحليلي – توصيفي است. و روش جمع‌آوري اطلاعات روش كتابخانه‌اي – اسنادي مي‌باشد.

Professional training of Naval Armed conflicts Laws to naval force in peacetime is a basic precondition for proper conduct in armed conflict and a means of repairing victims' lives, rescuing humanity and conducting a legitimate war. Training Naval Armed Conflict Laws to the Navy as one of the fundamental goals that not only promotes and reinforces the rights of the armed forces but also contributes to the security and protection of the territorial integrity of the Islamic Republic of Iran in the light of the respect to rouls of international armed conflicts laws. The purpose of this article is to explain the necessity of training the rules of Naval Armed conflict Laws in the light of international and domestic documents to the armed forces, and in particular to the strategic navy of the Islamic Republic of Iran Army. Therefore, the author of this article explains the necessity of training the rules of Naval Armed conflicts Laws in the strategic navy of the Islamic Republic of Iran Army in order to familiarize the Navy personnel with the rules of armed conflicts laws, and to provide guidelines and suggestions for promoting and developing these rules, at the level of the Armed Forces and the Navy. In this regard, this research is applied-developmental and the present research method is analytical-descriptive. an‎d the method of data collection is library-documentary method.
