ﺗﺪوﯾﻦ ﺑﺮﻧﺎﻣﮥ راﻫﺒﺮدي و ﻋﻤﻠﯿﺎﺗﯽ ﻓﺪراﺳﯿﻮن اﺳﮑﯽ ﺟﻤﻬﻮري اﺳﻼﻣﯽ اﯾﺮان

Developing a Strategic and Operational Plan for the Ski Federation of the Islamic Republic of Iran

ﭼﮑﯿﺪه ﻫﺪف ﺗﺤﻘﯿﻖ، ﺗﺪوﯾﻦ ﺑﺮﻧﺎﻣﮥ راﻫﺒﺮدي و ﻋﻤﻠﯿﺎﺗﯽ ﻓﺪراﺳﯿﻮن اﺳﮑﯽ ﺟﻤﻬﻮري اﺳﻼﻣﯽ اﯾﺮان ﺑﻮد. اﯾﻦ ﭘﮋوﻫﺶ ﺑﻪ ﻟﺤﺎظ ﻫﺪف ﮐﺎرﺑﺮدي اﺳﺖ و از ﺗﺮﮐﯿﺐ روشﻫﺎي ﮐﯿﻔﯽ و ﮐﻤﯽ ﺑﺮاي ﮔﺮدآوري و ﺗﺠﺰﯾﻪوﺗﺤﻠﯿﻞ دادهﻫﺎ اﺳﺘﻔﺎده ﺷﺪ. ﺣﺠﻢ ﻧﻤﻮﻧﮥ آﻣﺎري ﺑﺮاﺑﺮ ﺑﺎ ﺟﺎﻣﻌﮥ آﻣﺎري و ﺑﻪﺻﻮرت ﮐﻞﺷﻤﺎر و ﺗﻌﺪاد آن142 ﻧﻔﺮ ﺑﻮد. رواﯾﯽ ﭘﺮﺳﺸﻨﺎﻣﻪ ﺗﻮﺳﻂ 15 ﻧﻔﺮ از اﺳﺘﺎدان ﻣﺪﯾﺮﯾﺖ ورزﺷﯽ و ﻣﺘﺨﺼﺼﺎن ورزش اﺳﮑﯽ و ﭘﺎﯾﺎﯾﯽ آن ﻧﯿﺰ از ﻃﺮﯾﻖ آزﻣﻮن آﻟﻔﺎي ﮐﺮوﻧﺒﺎخ )0/815= α( ﺗﺄﯾﯿﺪ ﺷﺪ. راﻫﺒﺮدﻫﺎي ﺗﺪوﯾﻦﺷﺪه ﺷﺎﻣﻞ ﺑﻬﺮهﮔﯿﺮي از ﻧﯿﺮوﻫﺎي ﻣﺘﺨﺼﺺ، ﻣﺠﺮب و ﺑﻪروز در اﻣﻮر اﺟﺮاﯾﯽ ﻓﺪراﺳﯿﻮن، ﺑﺮﮔﺰاري ﻣﺴﺎﺑﻘﺎت، ﮐﻼسﻫﺎي ﻣﺮﺑﯿﮕﺮي و داوري و ﻣﺮﺑﯿﮕﺮي ﺗﯿﻢﻫﺎي ﻣﻠﯽ، ﺑﻬﺮهﻣﻨﺪي از ﻣﺸﺎرﮐﺖ ﺑﺨﺶ ﺧﺼﻮﺻﯽ و ﺟﺬب ﺣﺎﻣﯿﺎن ﻣﺎﻟﯽ در راﺳﺘﺎي ﺣﻤﺎﯾﺖ از روﯾﮑﺮد ﻫﻤﮕﺎﻧﯽ، ﻗﻬﺮﻣﺎﻧﯽ و ﺣﺮﻓﻪاي ورزش اﺳﮑﯽ، اﺳﺘﻔﺎده از ﻓﺮاﯾﻨﺪ اﺳﺘﻌﺪادﯾﺎﺑﯽ در اﺳﺘﺎنﻫﺎي ﺻﺎﺣﺐﻧﺎم اﺳﮑﯽ ﺑﺎ ﺗﻤﺮﮐﺰ ﺑﺮ آﻣﺎﯾﺶ ﺳﺮزﻣﯿﻦ، ﺑﺮﻧﺎﻣﻪرﯾﺰي و ﺗﻼش ﺑﻪﻣﻨﻈﻮر ﮐﺴﺐ ﻣﯿﺰﺑﺎﻧﯽ روﯾﺪادﻫﺎي ﺟﻬﺎﻧﯽ و آﺳﯿﺎﯾﯽ و ﺑﺮﮔﺰاري ﻣﺴﺎﺑﻘﺎت ﮐﯿﻔﯽ در ردهﻫﺎي ﺳﻨﯽ ﻣﺨﺘﻠﻒ ﺑﺎ ﺣﻀﻮر ﻧﻤﺎﯾﻨﺪﮔﺎن ﻓﺪراﺳﯿﻮن ﺟﻬﺎﻧﯽ، ﺑﻬﺮهﮔﯿﺮي از ﭘﮋوﻫﺶ و آﻣﻮزش ﺟﻬﺖ ﺑﻬﺒﻮد و ارﺗﻘﺎي آﮔﺎﻫﯽ و داﻧﺶ ﺟﺎﻣﻌﮥ ﻫﺪف و در راﺳﺘﺎي ﺗﺮوﯾﺞ و ﺗﻮﺳﻌﮥ ورزش اﺳﮑﯽ، ﺗﺪوﯾﻦ ﻗﻮاﻧﯿﻦ و دﺳﺘﻮراﻟﻌﻤﻞﻫﺎ در راﺳﺘﺎي ﺗﻮﺳﻌﻪ و ﺑﻬﺮهوري ﭘﯿﺴﺖﻫﺎي ورزش اﺳﮑﯽ و ﺣﻤﺎﯾﺖ از ﻗﻬﺮﻣﺎﻧﺎن، ﻣﺮﺑﯿﺎن، داوران، ﭘﯿﺸﮑﺴﻮﺗﺎن و ﻋﻮاﻣﻞ ﻣﺘﺨﺼﺺ اﯾﻦ ورزش، اﺳﺘﻔﺎده از ارﺗﺒﺎﻃﺎت ﺑﯿﻦاﻟﻤﻠﻠﯽ و ﻇﺮﻓﯿﺖﻫﺎي داﺧﻠﯽ ﺑﻪﻣﻨﻈﻮر ﮐﺴﺐ ﮐﺮﺳﯽﻫﺎي ﺟﻬﺎﻧﯽ و ﺗﺴﻬﯿﻞ و ﺗﺴﺮﯾﻊ ورود ﻟﻮازم، وﺳﺎﯾﻞ و ﺗﺠﻬﯿﺰات ورزش اﺳﮑﯽ، ﺑﻬﺮهﻣﻨﺪي از ﻣﺪﯾﺮﯾﺖ ﮐﯿﻔﯽ ﻓﺮاﯾﻨﺪﻫﺎ در ﺑﺮﻧﺎﻣﻪرﯾﺰي و اﻧﺠﺎم ﻓﻌﺎﻟﯿﺖﻫﺎي ﻓﺪراﺳﯿﻮن اﺳﮑﯽ ﻣﺒﺘﻨﯽ ﺑﺮ ﺗﻔﮑﺮ اﻗﺘﺼﺎد ﻣﻘﺎوﻣﺘﯽ ﺑﻮد.

The aim of the study was to develop a strategic and operational plan for the Ski Federation of the Islamic Republic of Iran. This study was applied in terms of aims and a combination of qualitative and quantitative methods for data collection and analysis. The sample equaled the population by census sampling method (N=n=142). The validity of the questionnaire was confirmed by 15 sport management professors and ski experts and its reliability was confirmed by Cronbach's alpha test (α=0.815). Formulated strategies included utilizing expert, experienced and up-to-date forces in federation administration, competitions, coaching and refereeing classes and coaching national teams, benefiting from private sector involvement and attracting sponsors to support public, championship and professional approach in skiing, using the talent identification process in provinces which have a noticeable reputation in ski with a focus on landscaping, planning and striving to host world and Asian events and qualifying events in different age groups with the participation of representatives of the World Federation, utilizing research and training to improve and promote the awareness and knowledge of the target community and to promote and develop skiing, formulating rules and guidelines to develop and utilize ski slopes and to support champions, coaches, referees, veterans and professional authorities of this sport, utilizing international communications and internal capacity to acquire global seats and to facilitate and benefit from ski equipment supplies, utilizing the quality management of the processes in planning and carrying out activities of the Ski Federation based on the resistive economy approach.
