Designing an E-Governance Framework for Export Development Policy Formulation

هدف: نظر به اهميت حاكميت الكترونيك به عنوان يكي از مباحث كليدي در خط مشي گذاري و خلأ مطالعات و پژوهشهاي نظري مرتبط در ايران، هدف اين پژوهش دستيابي به چارچوب استقرار حاكميت الكترونيك در تدوين خط مشي توسعه صادرات است. طراحي روش شناسي از رويكرد: اين پژوهش به روش كيفي داده بنياد انجام شده است. جامعه آماري شامل خبرگاني است كه در زمينه تدوين خط مشي توسعه صادرات از دانش و تجربه عملي برخوردارند. خبرگان به روش نمونه گيري گلوله برفي انتخاب و داده ها با استفاده از نرم افزار اطلس مديريت شده است. يافته هاي پژوهش: پس از تجزيه و تحليل متن مصاحبه ها، مقوله محوري با عنوان «استقرار حاكميت الكترونيك در تدوين خط مشي توسعه صادرات» احصاء شد كه شامل ابعاد اصلي مشاركت ذي نفعان، شفاف سازي، پاسخگويي و دولت الكترونيك است . يافته ها نشان داد كه مطالبه گري صادر كنندگان، اولويت دهي به صادرات غيرنفتي و گسترش ICT از عوامل مؤثر بر «استقرار حاكميت الكترونيك در تدوين خط مشي توسعه صادرات» هستند. محدوديت ها و پيامدها: تفكر حاكميت عمومي و جلب اعتماد صادر كنندگان از محدوديت هاي استقرار حاكميت الكترونيكي است. پيامدهاي عملي: استقرار چنين حاكميتي مي تواند به پيامدهايي مانند اعتماد صادر كنندگان، رضايت ذي نفعان حوزه صادرات، مشروعيت و بهبود كيفيت خط مشي هاي صادراتي منجر شود و آثار مثبتي مانند رضايت و اعتماد صادر كنندگان داشته بشد و مشروعيت حكومت را در ميان ذي نفعان بالا برده و كيفيت خط مشي ها را در كشور ارتقا دهد. ابتكار با ارزش مقاله: اين پژوهش با شناسايي عوامل على مداخله گر و تعديل كننده و تدوين چارچوب نهايي به يافته هاي پژوهشي در حوزه حاكميت الكترونيك و خط مشي گذاري توسعه صادرات مي افزايد.

Purpose: Regarding the importance of electronic governance as one of the key issues in policy making, and the lack of relevant theoretical studies and research in Iran, the purpose of this study is to achieve a framework of policy makers’ attitude towards e-government. Design/Methodology/Approach: This research has been carried out using Grounded Theory method. The statistical society is the experts who have practical knowledge and experience in formulating the export development policy. Experts were selected by snowball sampling method and the data were managed using Atlas software. Research Findings: After analyzing the text of the interviews, the central topic of "The implementation of e-governance in policy formulation" was considered, which includes the main dimensions of targeting (stakeholder participation, transparency, accountability, and e-government).. The findings showed that the demand of exporters, the priority of non-oil exports, and the expansion of ICT are factors influencing the implementing e-governance in export development policy formulation. Practical consequences: the implementation of e-governance can result in exporters' trust, stakeholder satisfaction, legitimacy, and improved quality of export policies. e-governance has positive effects, such as the satisfaction and trust of exporters, and increases the legitimacy of the government among the stakeholders and improves the quality of policies in the country. limitations & Consequences: public governance thinking and gaining exporters' trust considered as limitations for implementing e-governance in export development policy formulation. Innovation or Value of the Article: this research by Identifying the causal factors, mediator and moderator and the developing of final framework adds to the research findings of e-governance in export development policy formulation.
