ارائه مدل نظام نوآوري فناورانه در حوزه حاكميت الكترونيك ايران

A Model of the Technology Innovation System in the Area of Iranian Electronic Governance

در سال هاي اخير و باگسترش فناوري اطلاعات و ارتباطات، تحقق حاكميت الكترونيك از جانب حكومت ها ضرورتي اجتناب ناپذير در راستاي كاهش هزينه ها، افزايش بهره وري و رضايت آحاد مردم و درنهايت توسعه پايدار محسوب ميگردد. عليرغم اين امر، متاسفانه شواهد و گزارشات آماري نشان دهنده وضعيت نامناسب ايران در حوزه دولت الكترونيك و حاكميت الكترونيك بوده و كشور ايران در زمينه شاخص هاي مرتبط داراي جايگاه مناسبي نمي باشد. در اين راستا، تداخلات و عدم انسجام و كارآمدي نظام نوآوري فناورانه در كشور از مهم ترين دلايل اين امر برشمرده مي شود. بدين ترتيب و باتوجه به اهميت موضوع، در اين تحقيق به تحليل كاركردها و رشد بخش هاي فناورانه در حوزه حاكميت الكترونيك ايران بر پايه توسعه فناوري اطلاعات پرداخته شده و كاركرد نظام نوآوري فناورانه در حوزه حاكميت الكترونيك ايران مورد بررسي قرار مي گيرد. نتايج به دست آمده از پرسشنامه ارائه شده و تحليل عاملي تائيدي انجام پذيرفته با استفاده از نرم افزار ليزرل بيانگر ميزان تاثير مولفه ها و شاخص هاي احصا شده در تحقق نظام نوآوري فناورانه در حوزه حاكميت الكترونيك دركشور بوده و در برنامه ريزي كلان در اين حوزه مي تواند رهگشا باشد.

In recent years, and with the advent of information and communication technology, the realization of e-government by governments is an inevitable necessity to reduce costs, increase productivity and satisfaction of people and, ultimately, sustainable development. Regardless of this, unfortunately, the evidence and statistical reports indicate the inappropriate situation of Iran in the field of electronic government and electronic governance, and Iran is not well positioned in relation to related indicators. In this regard, the interactions and the lack of coherence and efficiency of the technological innovation system in the country are among the most important reasons for this. In this regard, due to the importance of the issue, in this research, the analysis of the functions and growth of technological sectors in the field of Iranian electronic governance based on the development of information technology and the formation of innovation system in the field of electronic governance in Iran is studied. The results of the presented questionnaire and the confirmatory factor analysis performed using the LISREL software indicate the impact of the components and indicators measured in the realization of the technological innovation system in the field of e-government in the country, and it can be considered in the macro planning.
