Designing strategic control model in Bunkering Industry

از طريق طراحي يك سيستم كنترلي مناسب مي‌توان اطلاعات لازم، به‌هنگام و دقيق را در زمينه تصميم‌گيري در شرايط پيچيده فراهم كرده و با انعطاف‌پذيري لازم گزينه‌هاي راهبردي را براي امكان واكنش مناسب و سريع به تغييرات ناگهاني محيط را مهيا ساخت. محيط صنعت بانكرينگ (سوخت‌رساني به كشتي‌ها) عمدتاً غيرقابل‌پيش‌بيني بوده و محيطي است كه داراي تنوع و پيچيدگي فراواني است. ضمن اين‌كه سطح تلاطم محيطي اين صنعت نيز، نسبتا زياد است و لذا طراحي يك سيستم كنترلي راهبردي مناسب، مي‌تواند كوشش‌هاي پراكنده مديران را انسجام بخشيده و شرايط سازمان را به‌منظور حركت منسجم در بستر محيط فراهم ‌سازد. هدف اين پژوهش، ارائه مدل كنترل راهبردي در صنعت بانكرينگ مي‌باشد. رويكرد پژوهش به صورت كيفي اكتشافي مبتني بر مصاحبه نيمه ساختاريافته با 12 نفر از خبرگان اين صنعت است. نمونه‌گيري از نوع نمونه‌گيري نظري بوده و بر مبناي اصل اشباع نظري تعيين شده و براي تحليل داده‌ها به كمك نرم‌افزار MAXQDA از راهبرد نظريه داده‌بنياد با رهيافت ظاهرشونده گليزر به وسيله كدگذاري مبتني بر رويكرد استقرايي بهره گرفته شده است. درنهايت مدل به دست آمده، در قالب اهرم‌هاي 8 گانه كنترل سياسي، كنترل تحديدي، كنترل محتواي استراتژي، كنترل تبديل استراتژي، كنترل اجراي استراتژي، كنترل تعاملي، كنترل وظيفه‌اي و كنترل داخلي تبيين شد.

Designing a proper control system can provide the necessary, timely and accurate information in the decision-making process of complex situations and appropriate and quick reaction to sudden changes in the environment can be done through flexible strategic options. The bunkering industry (supplying of fuel for use to by ships) is largely unpredictable and have an intense diversity and complexity. In addition, since the environmental turbulence of this industry is relatively high, designing a proper strategic control system can coordinate the different actions of managers and helps the organization make a coherent movement in line with the environment. The purpose of this research is to present a strategic control model in the Bunkering industry. The research approach is qualitatively exploratory based on semi-structured interview with 12 experts in this industry. The sampling was theoretical sampling and based on the theoretical principle of saturation, and MAXQDA software has been utilized for data analysis, driven from the data-based theory strategy with the emergent Glaserian approach using citation-based inductive coding. Finally, the model was designed in the form of 8 levers: political control, boundary control, strategy content control, strategy transformation control, strategy implementation control, interactive control, task control and internal control.
