الگوي بهبود مستمر فرآيندهاي سازمان هاي دفاعي و امنيتي

A Pattern for continuous improvement of processes in security and military organizations

بهبود مستمر فرآيندها كه اين مقاله الگوي كلي آنرا ارائه داده است روشگان جامعي جهت رفع نيازهاي حياتي اينگونه سازمان ها در اين خصوص مي باشد.مفاهيم نظري مرتبط با تحقيق، الگوها و رويكردهاي مهندسي مجدد و بهبود فرآيندها، مطالعات تطبيقي در دو سازمان دفاعي و امنيتي( سپاه و نيروي انتظامي ) و نيز اقتضائات بهبود فرآيندها در سازمان هاي دفاعي و امنيتي مي‌باشد. در نهايت الگوي مفهومي تحقيق در هفت مرحله 1-شناسايي نيازها و بازخورد نتايج 2-طرحريزي و برنامهريزي اجرا 3-تحليل مقايسهاي 4-بهبود فرآيندها 5-مستندسازي فرآيندها 6-انتقال و تحويل 7- نگهداشت فرآيندها، براي بهبود مستمر فرآيندها در قالب سي گام پيشنهاد شده است. اين تحقيق از نوع توسعه اي و كاربردي بوده و رويكرد انتخابي در اين تحقيق توصيفي / تحليلي و اكتشافي ميباشد، به‌منظور اعتبارسنجي يافتهها، پرسشنامهاي تهيه و بين خبرگان تجربي و دانشگاهي سازمان هاي دفاعي و امنيتي، توزيع و جمع آوري و با استفاده از نرم افزار Spss و از طريق فنون آماري مورد تجزيه و تحليل قرار گرفته است. نتايج پيمايش در قالب آمار توصيفي و استباطي با آزمون‌هاي مرتبط ( نرمال و T ) ارائه شده كه بر اساس آن، تمامي مراحل و گامها مورد تاييد قرار گرفته است و در نهايت جمع بندي از تحقيق صورت گرفته و ضمن تبيين نتايج شامل هفت مرحله و سي گام و پيشنهاداتي توسط محقق جهت ارائه الگوهاي تفصيلي بهبود مستمر فرآيند براي ارائه گرديده است.

Continuous improvement of organization’s key processes is a simultaneous response to three matters: customer-orientation, maintaining the maturity of organizations and introducing modern technologies especially information technologies to organizations. Usually, security and defensive organizations’ missions that are proportionate to their environment’s requirements are varied, complicated and risky. These missions are so numerous and delicate that we cannot accomplish them using other organization’s common performance levels and changing them requires considerable amount of flexibility, dynamism, agility in the processes and mission structures. Continuous improvement of processes presented in this article as a general pattern is a comprehensive method to satisfy the vital needs of such organizations. The current study’s main goal is introducing a pattern for continuous improvement of processes in defense and security organizations. To accomplish this goal, this study reviews the related literature and includes theoretical concepts related to research, patterns, reengineering and continuous improvement processes, comparative studies in the two security and defense organization (IRGC and police) and also the requirements of improving their processes. Finally a conceptual pattern for this research is proposed in seven phases as follows 1) Identification of requirements and results feedback; 2) Implementation Planning and programming; 3) Comparative analysis; 4) Improving Processes; 5)Documentation Processes; 6) Delivering and transferring and 7) Processes maintenance for their continuous improvement. These stages are implemented in 30 steps. This research according to its objective is a developmental and functional one and data gathering method is descriptive and analytical. A questionnaire was distributed among military academics and experts and the responses were analyzed by SPSS. Results have been presented by descriptive and inferential statistics such as T-test. Based on these tests, all of phases and steps have been confirmed. Finally, in addition to describing these phases and steps, a number of proposals have been put forward and a detailed pattern for continuous improvement of processes is presented.
