The Relationship of Total Quality Management with Educational, Skills, Research, Technology and Cultural Goals in the National Olympic Committee of the Islamic Republic of Iran

هدف از پژوهش حاضر ارتباط مديريت كيفيت فراگير با اهداف كيفي پژوهشي، فرهنگي، آموزشي، مهارتي، فناوري در كميته ملي المپيك جمهوري اسلامي ايران بود. روش انجام اين پژوهش از نوع توصيفي - همبستگي بود. جهت تجزيه‌وتحليل داده‌ها بعد از اطمينان از اعتبار پرسش‌نامه‌ها از نرم‌افزار PLS در بخش آمار توصيفي و استنباطي استفاده شد. جامعه آماري پژوهش حاضر كليه كاركنان كميته ملي المپيك جمهوري اسلامي ايران بود. نمونه آماري كليه كاركنان كميته ملي بود كه به‌صورت تمام شمار انتخاب شدند. تعداد كل نمونه آماري 84 نفر بود. به‌منظور جمع‌آوري داده‌ها از پرسش‌نامه استاندارد مديريت كيفيت جامع (مؤسسات كيفيت فدرال امريكا،2009) و پرسش‌نامه محقق ساخته اهداف كيفي استفاده گرديد. نتايج پژوهش حاضر نشان داد بين برنامه‌هاي اهداف كيفي آموزشي كميته ملي المپيك و مديريت كيفيت جامع رابطه معني‌داري وجود دارد (P=0.001, T=2.57, B=0.55)، بين ميانگين برنامه‌هاي اهداف كيفي كميته ملي المپيك تفاوت معني‌داري وجود دارد (P=0.000, χ2=41.8). بين ميانگين معيارهاي مديريت كيفيت جامع تفاوت معني‌داري وجود دارد (P=0.000, χ2=34.7). حمايت رهبري عالي مهم‌ترين معيار مديريت كيفيت جامع و اهداف فناوري مهم‌ترين هدف كيفي كميته ملي است. بر اساس پاسخ‌نامه پرسش‌نامه مديريت كيفيت جامع، بالاترين نمره مديريت كيفيت جامع 200 است و نمره مديريت كيفيت جامع در كميته ملي 84/2 است و در سطح (ج) قرارگرفته است و نشان مي‌دهند كميته ملي المپيك شروع به يادگيري برنامه‌هاي كيفيت و بهره‌وري نموده است. با توجه به نتايج پژوهش استقرار سيستم مديريت كيفيت جامع در كميته ملي المپيك مي‌تواند اين نهاد را دررسيدن به اهداف كيفي آموزشي خود كمك كند.

The aim of the present study was to investigate the relationship of total quality management with research, cultural, educational, skills and technology qualitative goals in the National Olympic Committee of the Islamic Republic of Iran. The method of this study was descriptive – correlation. After the questionnaires were validated, PLS software in the descriptive and inferential statistics was used to analyze the data. The statistical population consisted of all the employees of Olympic National Committee of Iran. The sample included all employees of the committee who were selected by census sampling method (n=84). To collect data, the standard questionnaire of total quality management (US federal quality institutes, 2009) and a researcher-made questionnaire of qualitative goals were used. The results showed a significant relationship between the programs of NOC educational qualitative goals and total quality management (P=0.001, T=2.57, B=0.55). There was a significant difference in the mean of programs of NOC qualitative goals (P=0.000, χ2=41.8). There was a significant difference in the mean of total quality management criteria (P=0.000, χ2=34.7). Supreme leader support was the most important criterion for total quality management and technology goals were recognized as the most important qualitative goal of the National Olympic Committee. The answer sheet of the questionnaire of total quality management showed that the highest score of total quality management was 200 and the score of NOC total quality management was 84.2 at C level which showed that NOC started to learn quality and productivity programs. These findings show that the implementation of total quality management system in NOC can help this committee to achieve its educational qualitative goals.
