بررسي تاثير زيرساخت ها بر توسعه انساني در ايران

The Effect Infrastructure on Human Development in Iran

در اين مطالعه، تاثير زيرساخت ها بر توسعه انساني در ايران طي بازه ي زماني 1395-1369 با تكيه بر مدل خود رگرسيوني با وقفه هاي توزيعي مورد بررسي قرار گرفته است. نتايج حاكي از آن است كه زيرساخت هاي اجتماعي، انرژي و بانك در دوره هاي كوتاه مدت و بلند مدت تاثيرات مثبت و معناداري بر توسعه انساني دارند. زيرساخت هاي آب و حمل و نقل در زمان جاري تاثير مثبت و معناداري دارند، اما در وقفه ي اول در جهت كاهش توسعه انساني عمل كرده اند و تاثير كاهشي زيرساخت آب بي معني مي باشد. در بلند مدت، باوجود تاثيرپذيري مثبت و معنادار توسعه انساني از زيرساخت آب، روند تاثير گذاري زيرساخت حمل ونقل بر توسعه انساني كاهشي و معنادار است. در بلند مدت تاثيرات منفي و معنادار زيرساخت ارتباطات بر توسعه انساني اندكي بيشتر از كوتاه مدت است، بنابراين در راستاي نتايج بهدست آمده، ارتقاي كيفيت به موازات كميت زيرساخت هاي با تاثيرات مثبت و بازنگري در سياستگذاريهاي مرتبط به زيرساخت هاي با تاثيرات منفي توصيه ميشود.

In this study, the impact of infrastructure on human development has been investigated in Iran in the 1990-2016 time interval, Autoregressive distributed lag is used as methodology. The results indicate, that social infrastructure, energy and banking in both short -run and long-run have positive and significant effects on human development. The infrastructure of water and transportation have a significant positive effect in the short run, but, within one interruptions, they reduce human development index and the impact water infrastructure reduction on human development is not significant. Despite the positive and significant impact of the of water on human development, the downward and significant trend of the effect of transportation on human development in the long run has been recognized. In the long run, the significant negative impact of communication infrastructure on human development is slightly more than that in the short-term. Therefore, the quality improvement along with the quantification of positive in infrastructure and revision of infrastructure policies with negative impacts are recommended.
