ارزيابي عملكرد دهياري ها در پيشبرد اهداف طرح هاي هادي روستايي(مطالعه موردي: شهرستان زنجان)

دهياري به عنوان يك نهاد عمومي و غيردولتي، با شخصيت حقوقي مستقل و با درخواست روستائيان و مجوز وزارت كشور با هدف بهبود و توسعه شاخصهاي اجتماعي، اقتصادي، سياسي، فرهنگي و محيطي-كالبدي در هر روستا تشكيل مي شود. يكي از وظايف دهياري، همكاري با بنياد مسكن در تهيه، تصويب و اجراي طرح هادي روستايي است. اين مقاله با روش توصيفي-تحليلي، عملكرد دهيار در نحوه تهيه و اجراي طرح هادي و نظارت بر ساخت و ساز بعد از اجراي طرح هادي روستايي بررسي مي كند. جامعه آماري تحقيق شامل 24 روستاي شهرستان زنجان است كه با استفاده از جدول مورگان، 373 نفر به عنوان نمونه آماري انتخاب شدند. براي تحليل داده ها از مدل نيكوئي برازش كلموگرونف-اسميرنف و توزيع پواسن و تحليل رگرسيوني چندگانه با كمك نرم افزار SPSS استفاده شده است. نتايج تحقيق نشان مي دهد كه، براساس مدل نيكويي برازش با سطح اطمينان 0/05>P ، عملكرد دهيار در طرح هادي مطلوب نيست. براساس توزيع پواسن، عملكرد دهياري روند روبه رشدي دارد. همچنين تحليل رگرسيوني نيز ميزان همبستگي بين عملكرد دهياري در توسعه و پيشبرد طرح هادي روستايي را، 0.929 برآورد كرده است. در بين شاخص هاي عملكرد دهياري شاخص «عملكرد دهيار در نظارت بر ساخت و ساز بعد از اجراي طرح هادي» (0.447=β) بيشترين تاثير و رضايت مندي را در اجراي طرح هادي داشته است. در اين زمينه براي موفقيت دهياران در اجراي طرح هادي، تاسيس دهياريهاي مستقل، آموزش دهياران، و توسعه همكاري دهيار با سازمان ها و مشاوران و پيمانكاران ضروري است.

This article with descriptive-analytic method to analyze the performance of Dehyar on how to preparation and implementation of Hadi plan and supervising the construction after the implementation of Hadi plan focused . The Statistical population, Using Morgan table, 373subjects were selected. For data analysis from goodness of fit test, regression analysis, and factor analysis with SPSS was used. according to goodness of fit of the model, Dehyari performance in plan Hadi is'n desirable. According to Poisson, performance Dehyari the growing and developing. In Regression analysis of correlation between Dehyari performance in development and promotion of Hadi Plan, is0.429, the factor analysis, indicator "Dehyar performance in monitoring the construction implementation after Hadi Pl@n" with amount(0.25) in explaining the Dehyar performance to advance the objectives of rural Hadi plan. In results, Dehyari's in Hadi plan goals have been moderate performance and acceptable. For improve the performance of Dhyari, Dhyari's established independent, local employment and educated Dehyar, effective collaborationof institutions with Dehyar, and training Dhyari's, seems essential
