نقش مشاركت سياسي و نظام دموكراتيك در شكل‌دهي فرهنگ سياسي

پژوهش حاضر با هدف بررسي ميزان اثرگذاري مشاركت سياسي در استقرار نظام دموكراتيك، و تعيين ساز و كارهاي مشاركتي بر شكل­ گيري ارزش هاي فرهنگ سياسي در اقليم كردستان عراق انجام شده است. اين پژوهش از نظر ماهيت و روش، توصيفي (پيمايشي) و از نظر روابط بين متغيرها جزو مطالعات همبستگي بشمار مي ­آيد. جامعه آماري تحقيق شامل مديران و معاونان 13 وزارتخانه است كه با استفاده از روش نمونه­ گيري خوشه­ اي انتخاب شدند. حجم نمونه آماري با استفاده از فرمول كوكران، 73 نفر برآورد گرديد. داده ­هاي تحقيق از طريق پرسشنامه ­هاي محقق‌ساخته گردآوري شده كه روايي و پايايي آنها با انجام آزمون هاي مختلف مورد تاييد قرار گرفت. داده ­هاي تحقيق با نرم افزارهاي SPSS و LISREL و از طريق آزمون هاي همبستگي و تحليل مسير، تحليل شدند. نتايج بدست آمده نشان داد بين متغيرهاي تحقيق همبستگي قوي و مثبت وجود دارد، و مسير اثرگذاري بين آنها در حد قابل قبول است. به طوري كه اولاً مشاركت­ سياسي شهروندان در استقرار يك نظام دموكراتيك موثر بوده است، ثانياً فرآيندهاي دموكراتيك در شكل ­گيري ارزش هاي فرهنگ ­سياسي موفق عمل كرده است. بر همين مبنا با اتكا به وضعيت موجود مي ­توان درصد بالايي از تغييراترا پيش بيني كرد.

The purpose of this study was to determine the effectiveness of political participation in the establishment of a democratic system and to determine the participatory mechanisms to shape the values of the political culture in the Kurdistan region of Iraq. This research is in terms of nature and method, descriptive (survey) and in terms of relations between variables, is one of the correlation studies. The statistical population of the study consisted of directors and deputies of 13 ministries selected by cluster sampling. The sample size was 73 using Cochran formula. The research data were collected through researcher-made questionnaires whose validity and reliability were confirmed by various tests. The collected data were analyzed using SPSS and LISREL software, using correlation and path analysis. The results showed that there is a strong and positive correlation between the research variables and the route of influence between them is acceptable. So that, political participation of citizens has been effective in establishing a democratic system firstly, democratic processes have succeeded in shaping the values of a successful political culture secondly. It can also be predicted a high percentage of change on based on the existing situation.
