اولويت بندي اقدامات لازم جهت تحقق شهر هوشمند (موردمطالعه: منطقه 6 شهرداري تهران)

هر شهر بايد باتوجه به شرايط فرهنگي، اقتصادي، اجتماعي، سياسي، اقليمي و مزيت‌هاي نسبي منحصر به فردي كه دارد، بايستي راه خود را از ميان انبوه راه‌ها برگزيند و به‌سوي هوشمند شدن بيشتر حركت كند. در اين مقاله با انتخاب شهر بارسلونا به عنوان شهر هوشمند و همچنين با در نظر گرفتن اقدامات هوشمندسازي در اين شهر سعي شده‌است تا با مورد مطالعه قرار دادن منطقه 6 شهرداري تهران كه از مناطق مهم و مركزي تهران به‌شمار مي‌آيد، در مورد انتخاب اقدامات لازم جهت هوشمندسازي در اين منطقه تصميم‌گيري ‌شود. همچنين در اين تحقيق تلاش شده‌است، با در نظر گرفتن اقدامات صورت گرفته در اين شهر، با بهره بردن از نظر خبرگان، فعاليت‌هاي موثر و بهينه در جهت هوشمندسازي منطقه6 شهرتهران را رتبه‌بندي كرده تا بهينه‌ترين اقدام را انتخاب و اقدامات ديگر اولويت‌بندي شوند. در نهايت با استفاده از روش تصميم‌گيري چندمعياره اين اقدامات را رتبه‌بندي نموده تا در مرحله آخر بهينه‌ترين روش موجود انتخاب شود. براي اين منظور از روش آنتروپي شانون براي وزن دهي به معيار‌ها و جهت رتبه بندي گزينه‌ها از روش TOPSIS استفاده شد. مطابق با نتيجه به‌دست آمده، در منطقه 6 شهرداري تهران، بهينه‌ترين اقدام انتخاب شده، اجراي طرح حمل‌ونقل هوشمند مي‌باشد.

Each city must respect the cultural, economic, social, political, climatic and unique comparative advantage and must pick their way through different ways and move towards smarter. In this article, we have choose Barcelona as the smart city and also considering to its intelligence measures for studying Tehran 6th District which is one of the important and central regions of Tehran and decide on the steps to be taken to make intelligence measures in this area. In this research, we have tried to take into account the actions taken in this city, using the experts' opinion, to evaluate the effective and optimal activities in order to intelligent the 6th district of Tehran, in order to select the most optimal action and other measures to be prioritized. Finally by using multi-criteria decision-making method these measures are ranked so that in the last step the best available method is selected. For this purpose, the Shannon entropy method was used to weight the criteria and to rank the options by TOPSIS method. According to the result, in the 6th district of Tehran, the most effective action is to implement a smart transportation plan.
