The Feasibility of creating Smart Sustainable Cities in Iran.Case Study: South East of Iran

ساخت يك شهر پايدار و هوشمند به عنوان يك استراتژي حياتي براي كاهش مشكلات توليد شده توسط رشد جمعيت شهري و شهرنشيني سريع و غلبه بر دگرگوني هاي محيطي و تغييرات اقليميِ درحال ظهور است. با اين حال تحقيقات علمي كمي در اين مورد يافت مي شود. براي كم كردن فاصله ادبيات در مورد شهرهاي هوشمند و در پاسخ به افزايش استفاده از مفهوم هوشمندي، اين مقاله يك چارچوب براي درك مفهوم و شاخص هاي شهرهاي هوشمند و در عين حال پايدار پيشنهاد مي كند. دراين مقاله با استفاده از روش توصيفي و ارزشيابي، پس از بيان مفاهيم شهر هوشمند، به منظور تبيين نقش شهر هوشمند در دستيابي به توسعه پايدار، ابتدا اصول و پيش شرط هاي تحقق شهر هوشمند بيان گرديده و سپس، نقش شهر هوشمند پايدار در دستيابي به هر كدام از آنها و در نتيجه، دستيابي به شهرهوشمند پايدار مورد بررسي قرار گرفته است. در اين پژوهش تلاش گرديده تا به تبيين مفهوم شهر هوشمند پايدار و راه هاي ايجاد و تحقق آن در منطقه جنوب شرقي ايران كه از نظر كمبود آب و ناهنجاري هاي اقليمي در شرايط بحراني قرار دارد پرداخته شود. بنابراين ضمن مطالعه مفاهيم و ادبيات مرتبط با هوشمندي دراسناد كتابخانه اي، بررسي تحليلي-توصيفي موضوع، تعاريف و ارائه طبقه بندي ساختارمند و استفاده از ماتريس جدول سوآت، راهبرد هاي مناسب به منظور دستيابي به شهر هوشمند پايدار با توجه بر داده ها و آمارهاي هواشناسي در منطقه جنوب شرق ايران ارائه مي گردد.

Building a sustainable and smart city is emerging as a vital strategy to reduce the problems generated by urban population growth and urbanization, and to overcome environmental change and climate change. However, little scientific research can be found in the phenomenon discussed. In order to reduce the gap between literature on smart cities and in response to increasing the use of intelligence, this paper proposes a framework for understanding the concepts and indicators of intelligent, yet sustainable cities. In this article, after expressing the concepts of smart city, in order to explain the role of the smart city in achieving sustainable development, the principles and prerequisites for the realization of the smart city first are outlined and then, the role of the smart city is achieved in reaching each of them and, consequently, Access to Sustainable City has been studied. Accordingly, in this research, efforts have been made to explain the concept of sustainable smart city and ways of its creation and realization in the southeast of Iran, which is located in critical condition due to water shortages and climate abnormalities. Therefore, while studying the concepts and literature related to intelligence in the library, the analytical-descriptive analysis of the subject, the definitions, and the presentation of the structural classification of the problem have been considered. It also sought to provide strategies for reaching a sustainable smart city and climate-friendly lifestyle in the area.
