تحليل تاثيرگذاري قانون پيشنهادي مديريت شهري ايران در تحقق حكمروايي منطقه اي در محدوده حريم كلانشهرها (مورد مطالعاتي كلانشهر تهران)

مناطق پيراموني كلانشهرها بويژه پايتخت در دهه هاي اخير رشد فيزيكي شتابان و نامتوازني را تجربه كرده‌ و در حال حاضر دچار چالشهاي فروان مي باشند بطوريكه در محدوده حريم كلانشهرتهران به مرز بحران رسيده است در جهت برونرفت ازوضعيت موجود به نظر مي‌رسد تغييرات مبنايي ساختار مديريتي موجود كه ازمشخصات اصلي آن تفرق مديريتي بوده به سيستم مديريتي جديد با رويكرد حكمروايي خوب منطقه شهري و يكپارچه ضروري مي باشد.تاكنون قوانين واقدامتي كه انجام شده نه تنها به يكپارچگي مديريت وساماندهي فضايي مطلوب حريم پايتخت وكلانشهر ها كمك نكرده ،بلكه مشكلات ونابساماني هاي فضايي را تشديد كرده است . دولت از اوايل دهه 90 نسبت به تهيه لايحه قانوني مديريت شهري اقدام نموده كه تحقق مديريت يكپارچه وهماهنگ درحريم كلانشهرها و پايتخت يكي از اهداف مهم و استراتژيك اين لايحه مي باشد .در اين پژوهش تاثيرگذاري قانون پيشنهادي مد يريت شهري ايران در تحقق حكمروايي منطقه اي در محدوده حريم كلانشهرها مورد تجزيه و تحليل قرار گرفته است.در اين پژوهش نظرات متخصصين و خبرگان در دانشگاه و دستگاهاي مرتبط در قالب پرسشنامه ومصاحبه اخذ گرديد.براي محاسبه‌ي پايايي پرسشنامه از روش آلفاي كرونباخ و براي بررسي نرمال بودن توزيع داده هاي تحقيق به كمك آزمون كولموگروف – اسميرنوف ، براي آزمون فرضيات تحقيق از آزمون هاي پارامتريك T –استيودنت ورتبه بندي نظرات وگزينه هاي پيشنهادي ازآزمون تحليل واريانس فريدمن استفاده شده است .نتيجه اين پژوهش وحكايت ازاين موضوع داردكه يش نويس اول لايحه مديريت شهري با انجام اصلاحات مي تواند در ساماندهي فضايي وتحقق حكمروايي منطقه اي در پيرامون كلانشهرها خصوصا حريم پايتخت موثر باشد.
