پژوهش حاضر، با هدف تحقيق آسيب‌شناسي نظام آموزش‬هاي فني‬حرفه‬اي براساس مدل تعالي سازماني، از نظر ماهيت: اكتشافي با رويكرد كيفي-كمي، و از منظر نتايج: كاربردي است. جامعه مورد مطالعه درمرحله كيفي شامل خبرگان وصاحب‌نظر، كليه كارشناسان ومديران آموزشي ونيزصاحبنظران بخش‌هاي آموزشي شاغل درنهادهاي رسمي وغيردولتي سازمان فني وحرفه‌اي شهرتهران مي‌باشد.جامعه آماري دربخش كمي كليه كاركنان سازمان فني وحرفه اي درنظرگرفته شد. تعداد 1235 نفرتحت عنوان كارمنددرسازمان فني وحرفه اي شهرتهران درسال 1397 ساكن مي باشند كه تعداد 292 نفربه عنوان حجم نمونه انتخاب شد. به منظور گردآوري داده ها از روش كتابخانه‌اي، مصاحبه نيمه ساختاريافته (بخش كيفي) و پرسشنامه (بخش كمي) استفاده شد. به منظور محاسبه پايايي مصاحبه از روش پايايي بين دوكدگذار و به منظور روايي پرسشنامه نيز از روايي صوري، محتوا و سازه استفاده شد و به منظور محاسبه پايايي آن نيز از ضريب آلفاي كرونباخ و پايايي تركيبي استفاده شد؛ كه نتايج بيانگر روا و پايا بودن بود. براي تحليل داده‌هاي كيفي پژوهش از تحليل محتوا و در بخش كمي نيز از روش‌هاي آمار توصيفي و استنباطي (تحليل عاملي و آزمون تي تك نمونه‌اي) استفاده شد. داده هاي به دست آمده از طريق آزمون tتك نمونه اي و مدل‌سازي تحليل عاملي تأييدي و بـا استفاده از نرم افزار spss ،Lisrel تجزيه و تحليل شد. نتايج نشان داد كه با توجه به تحليل مصاحبه‌ها و پرسشنامه‌هاي صورت صورت پذيرفته برمبناي 65 مفهوم در 6 خرده مقياس تدوين و دراختياركاركنان قرارگرفت. نتيجه اينكه آزمون دراين 6 آسيب (اقتصادي، اجتماعي و فرهنگي، سياسي، علمي، مديريتي و رهبري) معنادارمي‌باشد.

The purpose of this study was to investigate the pathology of the technical education system based on the organizational excellence model. This research is in terms of its nature: exploratory, from the perspective of the method: quantitative and qualitative and from the perspective of the results: applied. The population of the study was a qualitative stage consisting of high-level experts and experts, all of the experts and educational managers of the educational departments working in the institutional and non-governmental institutions of the Technical and Technical Organization of the city of Tehran. With a visit to the Tehran-Tehran technical and labor organization's staffing office, a total of 1235 people were named as the employees of the technical and professional staff of the city of Tehran in the year 1397, of which 292 were selected as the sample size. In order to calculate the reliability of the interview, the reliability method was used between the dictation and the validity of the questionnaire was used. To analyze the qualitative research data, content analysis was used and in the quantitative part descriptive and inferential statistics were used.The results showed that according to the analysis of interviews and face-to-face questionnaires, based on 65 concepts in 6 subscales, staff was formulated to measure quantitative part of the research.
