چكيده فارسي :
هدف اين پژوهش بررسي تأثير مداخله‌هاي تجربي در بهبود بافت‌هاي تاريخي شهر بيرجند در تطابق با شهر تاريخي پنسيكولا در اسپانيا مي‌باشد. در اين پژوهش به صورت مطالعات كاربردي و روش آينده پژوهي به بررسي پژوهش پرداخته شد. طبق روش دلفي سه مرحله بررسي تهيه شد. مرحله اول بررسي باز همه عوامل مؤثر در نظر گرفته شد. مرحله دوم بررسي وزن دهي انجام شد و مرحله سوم با سناريوهايي مناسب و مطلوب راهبردي براي توسعه بافت تاريخي و كاهش و بازافريني ارائه گرديد. در تجزيه و تحليل داده‌ها ابتدا به صورت توصيفي و سپس به صورت استنباطي توسط نرم افزارهاي سناريو ويزارد، ميك مك و همچنين جهت تهيه نقشه شهر و منطقه مورد مطالعه از سامانه اطلاعات جغرافيايي ARC GIS بهره گيري شده است. نتايج نشان داد كه بافت تاريخي بيرجند در تطابق با شهر تاريخي پنسيكولا در اسپانيا از نظر دسترسي شهروندان به كاربري‌هاي شهري (آموزشي، فرهنگي، تفريحي، فضاي سبز و ورزشي) در وضعيت مطلوبي قرار دارد. براساس نتايج سرمايه گذاري بخش خصوصي، مشاركت مردم، يكپارچه سازي سازمان‌ها و هماهنگي آنها و ايجاد سازوكارهاي سنتي در حفظ آثار تاريخي تأثير زيادي دارد و در جهت حفظ آثار تاريخي بايد مورد توجه قرار گيرد. با وجود مشكلات در محله شهروندان از محله رضايت دارند كه با رفع مشكلات و ساماندهي به بافت مي‌توان ميزان رضايت را افزايش داد. براساس نتايج سناريو اثرات متقاطع در نرم افزار ميك-مك از ميان 28 سناريو كليدي شناسايي شده، 10 سناريو توانايي مالي شهروندان، عملكرد شهرداري، ضوابط و مقررات ويژه بافت‌هاي فرسوده و تاريخي، ميزان سواد و آگاهي عمومي، تراكم جمعيت، قيمت زمين، ضوابط طرح تفصيلي، تجانس فرهنگي محدوده با بافت‌هاي مجاور، به صورت مستقيم و غير مستقيم از ميزان تاثيرگذاري بيشتري در رابطه مداخله تجربي در احيا برخوردار هستند. سناريو جنبش بنيادي براي احياي بافت تاريخي بيرجند در تطابق با شهر تاريخي پنسيكولا در اسپانيا مطلوبترين سناريو است و احياي بافت تاريخي بيرجند در تطابق با شهر تاريخي پنسيكولا در اسپانيا به بهترين شكل تنها با اين سناريو دست يافتني است.

The purpose of this research was Historical Urban Texture Study based on the Experiences of Intervention of Birjand in accordance with the historic city of Pennsylvania. Therefore, in this study, we had uses of library study. In this research, according to the Delphi method, three stages of field survey were prepared. The first stage of open field study is considered to be all effective factors. The second stage of the field survey is weighted and the third stage with appropriate and desirable strategic scenarios for the development of the historical texture and reduction and redevelopment of the presentation. In this research, The data were analyzed using descriptive and then inferential statistics using SPSS 21, MICAC and MICAC software, as well as for mapping the city and the study area using the ARC GIS Geographic Information System (GIS). The results showed that the historical context of Birjand is in good condition in terms of citizenschr('39') access to urban uses (educational, cultural, recreational, green spaces and sports) which this matter was same adaptive with Pennsylvania. According to the results of private sector investment, peoplechr('39')s participation in the creation of traditional mechanisms has a great influence on the preservation of historical works, and this should be taken into account in preserving historical works. Despite the problems in the neighborhood, citizens are happy with the neighborhood, which can increase satisfaction by fixing problems and organizing the textures. According to the results of the cross-correlation matrix in the MIC-Mac software, among the 28 key factors identified, 10 factors of citizenschr('39') financial ability, municipality performance, specific rules and regulations for exhausted and historic textures, literacy rates, population density, price Land, detailed design criteria, cultural convergence with adjacent tissues, have a direct and indirect effect on regeneration. The scenario of the fundamental movement to revive Birjandchr('39')s historic texture in line with the historic city of Pennsylvania is the best scenario, and the revival of Birjandchr('39')s historic texture is best achieved in this scenario, in line with the historic Pennsylvania city.
