نقش مشاركت شهروندان در ارتقاي امنيت و توسعه اجتماعي (مطالعه موردي: شهر هرات، افغانستان)

استفاده از قابليت شهروندان در جوامع مختلف نقطه قوتي براي ارتقاي جايگاه اجتماعي شهروندان و بالابردن امنيت در سطح جامعه مي باشد. براين اساس هدف از انجام اين تحقيق بررسي وضعيت مشاركت شهروندان در شهر هرات و تاثير آن بر بالابردن امنيت و توسعه اجتماعي شهروندان است. اين تحقيق از نظر هدف نوعي تحقيق كاربردي و از ديدگاه ماهيت، محور اين تحقيق نوعي تحقيق توصيفي -تحليلي مي باشد. گردآوري اطلاعات به روش كتابخانه اي و ميداني (پرسش نامه شهروندان) صورت گرفته است. به منظور رسيدن به اين هدف بعد از جمع آوري داده هاي اوليه اي با بهره گيري از روش همبستگي پيرسون، رگرسيون خطي، آزمون تي و مانند آن در نرم افزار SPSS رابطه بين متغيرها بررسي شده سپس با استفاده از روش Waspas و GIS تحليلهاي فضايي لازم پيرامون مناطق شهر هرات مورد بررسي قرار گرفته است. يافتهها يافته ها مويد آن مي باشد كه از نظر وضعيت و تمايل به مشاركت شهروندان دو ناحيه دهم و نهم به ترتيب بالاترين و كمترين سطح مشاركت و از نظر شاخص هاي مربوط به توسعه اجتماعي ناحيه هفتم شهر هرات بالاترين امتياز و كمترين آن را ناحيه نهم و نهايتا با توجه به شاخص هاي مربوط به امنيت شهري بيشترين امتياز را ناحيه چهاردهم و كمترين آن را ناحيه دهم شهر بدست آوده اند. نتايج نتايج تحقيق مويد آن مي باشد كه تمايل شهروندان به مشاركت در امور شهري از ميزان بالايي برخوردار مي باشد و اين در حالي است كه مسئولين امر نسبت به اين مساله كم توجه بوده و از قابليت و طرفيت شهروندان در برقراري امنيت و به تبع آن بالابردن توسعه اجتماعي جامعه غافل بوده اند كه امر نيازمند بازبيني و توجه بيشتري مي باشد.

The use of citizen capability in different societies is a strong point in promoting the social status of citizens and enhancing security at the community level. The purpose of this study is to investigate the status of citizen participation in Herat city and its impact on enhancing citizens' security and social development. Method In order to achieve this goal after collecting the initial data using Pearson correlation, linear regression, t-test and the like in SPSS software, the relationship between the variables was investigated and then analyzed using Waspas and GIS analyzes. Necessary space has been surveyed around Herat. Results The findings confirm that the highest and lowest levels of participation were observed in the tenth and ninth districts respectively, in terms of status and tendency for citizen participation, and the highest and lowest in terms of social development indicators in the 7th district of Herat, respectively. The ninth district and finally according to the indices of urban security got the highest score in the 14th district and the lowest in the tenth district. Conclusion The results of the study confirm that the citizens' willingness to participate in urban affairs is high, while the authorities are negligent about this issue and the ability and bias of citizens to establish security and consequently Increasing social development of the community has been neglected, which requires further scrutiny.
