الزامات تخصيص عادلانه منابع در نظام بانكي در چارچوب اقتصاد مقاومتي

از اركان مهم سياست ‌هاي اقتصاد مقاومتي، عدالت محور بودن آنهاست. تخصيص بهينه منابع بانكي باعث مي شود افراد بتوانند در اقتصاد نقش ايفاء كنند. پژوهش پيش رو، سعي دارد عوامل مؤثر و داراي اولويت كه بر تخصيص عادلانه منابع بانكي تأثير بسزايي دارد را احصاء نمايد و راهكارهاي اجرايي ارائه دهد. در اين تحقيق ابتدا با روش مطالعه كتابخانه اي، اصول و الزامات كلان تخصيص عادلانه منابع بر اساس سياست هاي اقتصاد مقاومتي استخراج و سياست ها و الزامات اجراي عدالت با مطالعه تطبيقي ساير كشورها، احصاء گرديد. پس از استخراج اين الزامات، وضع موجود هر يك از شاخص‌ها و راهكارهاي آن به روي نخبگان گذاشته شد و بر اساس آزمون دوجمله‌اي و آزمون فريدمن اين نتايج اولويت‌بندي شد. سپس با استفاده از روش فرا تحليل، مهم‌ترين راهكارهاي تخصيص عادلانه منابع به ترتيب اولويت، شناسايي شدند كه عبارت‌اند از: 1. تقويت نظارت فني و بهبود استقلال بانك مركزي، 2. بهبود و گسترش فن‌آوري اطلاعات و ارتباطات و گسترش فين تك ها، 3. كاهش تصدي‌گري نهادهاي دولتي، 4. حمايت از بانك هايي كه به توسعه صندوق خطرپذير كمك مي كنند. 5. توسعه وثيقه هاي مورد قبول بانك و قبول سندهاي مبتني بر اعتماد. درصورتي‌كه اين اولويت ها اجرايي شود، تخصيص منابع در بانك ها عادلانه مي‌شود.

One of the important pillars of the policies of the resistance economy is their justice. Optimal allocation of banking resources allows individuals to play a role in the economy. The present study tries to enumerate the effective and priority factors that have a great impact on the fair allocation of banking resources and provide executive solutions. In this study, first by library study method, the principles and requirements of equitable allocation of resources based on resistance economic policies were extracted and policies and requirements of justice were calculated by comparative study of other countries. After extracting these requirements, the status quo of each of its indicators and solutions was put to the vote of the elites, and based on the two-sentence test and the Freudman test, these results were prioritized. Then, using the meta-analysis method, the most important strategies of equitable allocation of resources were identified in order of priority, which are: 1. Strengthening technical supervision and improving the independence of the central bank, 2. Improving and expanding information and communication technology and expanding fintechs, 3. Reducing the ownership of government institutions, 4. Supporting banks that are developing a venture fund They help and 5. Develop guarantees accepted by the bank and accept trust-based documents. If these priorities are implemented, the allocation of resources in banks will be fair.
