چكيده فارسي :
با توجه به رويدادها و وقايع غيرانساني مخالف با حقوق بشر در جهان امروز، جنگ عليه تروريسم به گفتمان مسلط امنيتي در نظام بين الملل تبديل شده است. كشورهاي قدرتمند، با حمله به شخصيت هاي نخبه و امنيت ساز ملي و ورود اجباري به قلمرو كشورها درصدد رسيدن به اهداف خود هستند و اگر با اعتراض مواجه شوند با نقشه قبلي و با جهت گيري هاي سياسي براي ايجاد ترس در بين ملت ها به اقدامات خشونت اميز متوسل مي شوند. در واقع، جريان تروريسم منشاء بروز ناامني و تهديد در سرتاسر جهان، به ويژه مناطقي نظير خاورميانه، شده است. به طوركلي، حوزه نفوذ و اثرگذاري تروريسم، سطوح فضايي ملي، منطقه اي و بين المللي را در بر مي گيرد. در حال حاضر، تروريسم به عنوان يك مقوله «ژيوپليتيكي» محسوب مي شود كه در روابط و رقابت هاي ميان دولت ها با گروه هاي معارض داخلي، در رقابت ميان كشورها در سطح منطقه اي و در رقابت و كشمكش ميان قدرت هاي جهاني با يكديگر، به عنوان ابزار مقابله به كارگرفته مي شود. بنابراين، حركت جامعه بين الملل در مبارزه با اين پديده تهديد كننده امنيت، باعث تغيير و تحول در رژيم هاي امنيتي و رفتارهاي ژيوپليتيكي شده است. تروريسم يك تهديد جدي عليه امنيت ملي و بين المللي است و با استفاده از بنيان هاي ژيوپليتيكي مي توان آن را تعريف و در معرض بحث و بررسي قرار داد. تاثير و تاثرهاي في مابين قلمروخواهي و تروريسم مي تواند تا نقش بسزايي در ژيوپليتيك محلي و جهاني داشته باشد. درواقع، ژيوتروريسم به نوقلمروخواهي گروه هاي تروريست اشاره مي نمايد كه در مواقعي به جنگ هاي سخت مي انجامد و امنيت محلي، ملي، منطقه اي و جهاني را با خطر مواجه مي سازد. اهميت اين پژوهش، از اين جهت است كه با روش توصيفي- تحليلي بيان مي كند در جهان امروز، «تروريسم به مثابه ابزار رقابت ژيوپليتيكي قدرت ها تلقي مي گردد». در واقع، اين فرضيه، اثبات شده است كه« امروزه، كشورهاي قدرتمند از تروريسم به عنوان يك ابزار ژيوپليتيكي، براي مقابله با رقبايشان استفاده مي كنند».
