چكيده فارسي :
در طول دهه‌هاي پيشين با توجه به رشد و توسعه بنادر بزرگ در سطح كشور، بنادر كوچك نقش خود را در سطح منطقه‌اي و ملي از دست داده و به يك بندر محلي تبديل شده‌اند. اين درحالي است كه اين بنادر با توجه به پتانسيل‌هاي خاص خود مي‌توانند به عنوان جزئي از كل به سازمان بنادر و دريانوردي كشور در تحقق چشم‌اندازهاي آن كمك نمايند. ايده شبكه‌سازي بنادر از ايده‌هاي نسبتا نويني است كه در سالهاي اخير مورد توجه كشورهاي پيش رو در حمل و نقل دريايي قرار گرفته است. در رويكرد شبكه‌سازي، بنادر كوچك و بزرگ مي‌توانند در قالب خوشه‌هاي عملكردي ايفاي نقش نمايند. هر يك از بنادر به عنوان يك گره عملكردي در يك شبكه بزرگتر به عنوان جزيي از كل در راستاي تحقق اهداف و چشم‌اندازهاي كلان عمل مي‌نمايند. در اين پژوهش، تمركز بر بنادر استان خوزستان شامل بنادر امام خميني، آبادان، خرمشهر، اروندكنار، چوئبده، شادگان و سجافي مي‌باشد. ابتدا معيارهاي ارزيابي بنادر در دو رويكرد كالبدي و اقتصادي، حمل و نقل چندوجهي و زيرساختي، به روش دلفي تعيين شده، سپس ويژگي‌هاي مد نظر هر يك از بنادر بر اساس شاخص‌هاي تعيين شده و با جزييات معرفي و تشريح ميشوند. بر اين اساس هر يك از بنادر با استفاده از روش ارزش‌گذاري، در سه سطح طبقه‌بندي شده است. در نهايت با تكيه بر الگوهاي شبكه‌سازي، بهترين شبكه ارتباطي بنادر كوچك استان خوزستان ارائه شده است.

In the past few decades, small ports have lost their regional and national role due to development and growth of major ports of the country and have transformed into local
ports. However, these ports have much potential to assist Ports and Maritime Organization
to fulfill its long-term perspectives. Port networking is one of the newest ideas developed
in leading countries of the maritime transportation industry. In a networking approach,
small and large ports can act as performance nodes of the network contributing to the
whole system in order to reach the superior goals and outlook. In this research, the focus is
on commercial ports of Khuzestan province: Imam Khomeini, Khorramshahr, Abadan,
Arvandkenar, Choebdeh, Sajjafi and Shadegan. First, port assessment indicators are
defined using Delphi method, considering spatial and economical, multimodal
transportation and infrastructures approaches. Then, each port`s specifications are precisely
assessed using modified indicators and every port is valued into three levels. Finally,
considering common network designs, the most optimum network model is developed for
commercial ports of Khuzestan.
