The Role of Observing the Citizenship Rights of Immigrants and Refugees in Sustainable Development from the Quranic Perspective

رعايت حقوق شهروندي مهاجرين در جامعه اسلامي در قرن‌هاي اوج تمدن خود كه ريشه در باورهاي منبعث از معارف اسلامي دارد مركز توجه انديشمندان جهان مي‌باشد. اين مقاله به‌دنبال پاسخ اين سوال است كه آيا قرآن به موضوع حقوق شهروندي مهاجرين پرداخته و ابعاد مختلف آن را بيان نموده است؟ روش اين تحقيق اكتشافي و استخراج داده‌ها به روش كتابخانه‌اي و ابزار جمع‌آوري داده‌ها به‌صورت فيش‌برداري مي‌باشد. يافته‌هاي تحقيق نشان مي‌دهد كه اولاً قرآن دغدغه عدالت نسبت به مهاجرين در راه خدا را دارد. ثانياً كشورهاي اسلامي موظفند كه 1. محلي براي زندگي مهاجرين تأمين نمايند 2. مشكلات مهاجرين اعم از عضويت (شهروندي)، آموزش، بهداشت و تأمين اجتماعي را حل كنند. 3. ثروتمندان جامعه اسلامي نياز مالي مهاجرين را برطرف كنند. 4. در حل مشكلات فرهنگي ـ اجتماعي مهاجرين بكوشند. 5. رفتاري منطبق بر اخلاق اسلامي همانند عفو، ايثار، عدم خسّت و حسادت داشته و نهايتاً آنها را دوست داشته باشند.

The observance of the citizenship rights of immigrants in the Islamic society in the peak centuries of its civilization, rooted in the beliefs derived from Islamic teachings, is the focus of attention of thinkers around the world. This article seeks to answer the question of whether the Qur'an addresses the issue of immigrant citizenship rights with its various dimensions. This study tries to explore and extract information using library resources. Research findings show that, first, the Qur'an is concerned with justice for immigrants migrating for the sake of God. Secondly, Islamic countries are obliged to provide a place of residence for the immigrants, to solve the problems of immigrants, including membership (citizenship), education, health and social security. The rich of the Islamic society are supposed to solve the financial problems of the immigrants. They should try to solve the socio-cultural problems of the Immigrants. They should treat the immigrants in accordance with Islamic ethics such as forgiveness, self-sacrifice, and not being jealous or mean towards them and finally love them.
