محيط امنيتي و سياستگذاري خارجي و امنيتي؛ ارائه يك الگوي تحليلي

Security Environment and Security and Foreign Policy Making: Presenting an Analytical Model

با وجود ارتباط وثيق و عميق بين محيط امنيتي و فرايند سياستگذاري خارجي و امنيتي، چهارچوب روش‌شناختي خاص و مشخصي براي تحليل و تبيين رابطه ميان اين دو وجود ندارد. از اين رو، پژوهش حاضر با طرح اين پرسش كه چه ارتباطي ميان محيط امنيتي يك بازيگر و سياستگذاري خارجي و امنيتي آن وجود دارد، تلاش كرده است تا ضمن ارائه يك الگوي تحليلي در اين زمينه، چهارچوب روش‌شناختي مشخصي براي شناخت محيط‌هاي امنيتي و ارتباط آن با سياستگذاري خارجي و امنيتي ارائه نمايد. فرضيه‌اي كه اين پژوهش حول آن به بحث و بررسي پرداخته از اين قرار است كه محيط امنيتي يك بازيگر ورودي و نهاده نظام سياستگذاري خارجي و امنيتي آن محسوب مي‌شود. اين ورودي در فراگرد ادراك محيطي و دريافتي كه رهبران تصميم‌گير از داده‌هاي محيط امنيتي دارند، پردازش شده و خروجي آن در قالب كنش‌ها و تصميمات شناخته شده‌اي همچون دكترين امنيتي، سياست امنيتي، راهبرد امنيتي و رويكردهاي سياست خارجي و امنيتي بروز و ظهور مي‌يابد. براي تبيين فرضيه فوق از روش توصيفي- تحليلي استفاده شده است.

Despite the strong and deep relation between the security environment and foreign and security policymaking, there is no specific and properly defined methodological framework to explain the relation between them. Therefore, this study has made an effort to suggest a properly defined methodological framework for understanding security environments and their relation with foreign and security policymaking while proposing an analytical model regarding the issue by addressing this question, "What is the relation between one player's security environments and its foreign and security policymaking?" The hypothesis which has been investigated in this study is that the security environment of a player is the input of its system of foreign and security policymaking. This input is processed in the process of environmental understanding and perception of security environment data by the decision-making leaders, and its output is manifested in the form of well-known actions and decisions such as doctrine, policy, strategy, and approaches regarding foreign and security policy. A descriptive-analytical method has been adopted to analyze the aforementioned hypothesis. Key Words: security, environment, security environment, security system, foreign and security policymaking
