طراحي الگوي توسعه صنعت بانكرينگ كشور با تاكيد بر كنشگران اين حوزه

Designing development model for Iran Bunkering Industry with emphasizing the actors in this field

بانكرينگ يا سوخت‌رساني به كشتي‌ها شبكه گسترده‌اي از سازمان و مراودات تجاري را در برمي‌گيرد و در اين ميان وجود مزيت‌هاي فراوان بانكرينگ، كشورهاي مختلف را به توسعه اين صنعت ترغيب كرده است. اين مقاله درصدد است با توجه به اهميت و سودآوري اين حوزه، صنعت بانكرينگ كشور را مورد بررسي و تحليل قرار داده و با تاكيد بر كنشگران اين حوزه، مدلي براي توسعه آن ارائه نمايد. رويكرد پژوهش به صورت كيفي اكتشافي و با ابزار مصاحبه نيمه ساختاريافته با 16 نفر از خبرگان اين صنعت است. نمونه‌گيري از نوع هدفمند بوده و بر مبناي اصل اشباع نظري تعيين شده و براي تحليل داده‌ها از تحليل مضمون بهره گرفته شده است. درنهايت مدل به دست آمده در 4 گام اصلي سرمايه‌گذاري، ارائه تسهيلات حمايتي، عمليات مناسب بانكرينگ و خدمات جانبي و همچنين اقدامات نظارتي و كنترلي شايسته تدوين شد كه هر كدام از اين موارد، كنشگران خاصي داشته و داراي روابط متناظر است. راهكارهاي پيشنهادي نيز، در قالب 2 ركن پيشنهادهاي سياستي و پيشنهادهاي عملياتي مطرح شده است. پيشنهادهاي سياستي به‌صورت كلان، مجلس شوراي اسلامي، دولت و برخي موارد سياستي ديگر را طرح مي‌كند. پيشنهادهاي عملياتي نيز بر حسب 7 بخش در وزارت نفت و سازمان‌هاي تابعه، سازمان بنادر و دريانوردي ايران، بانك مركزي، سازمان گمرك، شركت‌هاي خصوصي بانكرينگ كننده، انجمن صنعت بانكرينگ ايران و كارگروه مستقل ويژه صنعت بانكرينگ مطرح شده است.

Bunkering or ship sweeping involves a vast network of organizations and business interactions, with many Bunkering benefits that have encouraged different countries to develop the industry. This paper tries to analyze and analyze the Bunkering industry in view of the importance and profitability of this field and provide a model for its development by emphasizing actors in this field. The research approach is qualitatively exploratory and semi-structured interviewing tool with 16 experts of this industry. Sampling is purposeful and based on theoretical principle of saturation, and for data analysis, thematic analysis has been used. Finally, the model was developed in four main steps of investment, providing supportive facilities, appropriate banking operations and subsidiary services, as well as regulatory and control measures, each of which has specific actors and corresponding relationships. Proposed solutions are also proposed in the form of two pillars of policy proposals and operational proposals. Policy proposals are enormous, the Islamic Consultative Assembly, the government and some other policy issues. Operational offers are also proposed by the Ministry of Petroleum and its affiliated organizations, the Ports and Maritime Organization of Iran, the Central Bank, the Customs Organization, private banking companies, the Bunkering Industry Association of Iran, and the Independent Task Force on Bunkering Industry.
