ظهور ترامپ و تاثير آن بر كاهش قدرت نرم آمريكا

The emergence of trump and its impact on the reduction of American soft power

توانايي به كارگيري منابع قدرت نرم از سوي كشورها به شدت به نوع رفتار و حكمراني حاكمان وابسته است. برخورداري از ويژگي هاي دموكراتيك، مشورت پذيري، و كارگروهي از عناصر اصلي يك حكمراني خوب در حوزه قدرت نرم است. ترامپ با تاكيد بر شعار"اول آمريكا"و داراي رويكردهاي نژاد پرستي، ضد سازمان هاي بين المللي، ضد اسلام و شديدا معتقد به ديدگاه هاي اقتصادي مركانتيليستي بوده كه در تضاد با ارزش هاي قدرت نرم است. اين مقاله در صدد ارزيابي وضعيت قدرت نرم امريكا در دوران ترامپ بوده و به اين سئوال پاسخ مي دهد كه سياست ها و عملكرد ترامپ در حوزه قدرت نرم چگونه بوده و كدام عوامل باعث كاهش قدرت نرم اين كشور در بين متحدين و جامعه بين المللي شده است؟ روش پژوهش حاضر از نوع كيفي و رويكرد آن توصيفي- تحليلي مي باشد و براي گردآوري داده ها از منابع كتابخانه اي بهره گرفته شده است. نتايج اين پژوهش نشان مي دهد كه ترامپ و تيم سياستگذار وي اصولا به قدرت سخت و سرمايه گذاري در آن حوزه بيشتر علاقه و اعتقاد دارند و در حال قرباني كردن ارزش هاي نرم ليبراليسم به پاي منابع قدرت سخت هستند. اقدامات ترامپ در خروج از معاهدات بين المللي، ناديده گرفتن ديپلماسي و رويكرد سخت به مسايل نرم از مهمترين عوامل كاهش قدرت نرم آمريكا مي باشد.

The ability to use soft power sources from countries is heavily dependent on the kind of behavior and governance of the rulers.Having democratic features,counseling,and a working group are key elements of a good governance in the field of soft power.Trump, emphasizing the "first Americ@n" slogan, has racist attitudes,anti-international organizations, anti-Islam, and strongly believes in the mercantilistic economic views that contradicts the values of soft power.This article seeks to assess the state of the soft power of America during the Trump era and asks the question of how the policies and practices of Trump in the field of soft power have been and which factors reduce the soft power of this country among the allies and the society between Internationalized?The method of this research is qualitative and its approach is descriptive-analytical and has been used for collecting data from library resources.The results of this study show that Trump and his policy team are basically enthusiastic about the hard power and investment in that area and are sacrificing the values of soft liberalism to the point of hard power resources.Trump's measures to withdraw from international treaties, ignoring diplomacy, and a harsh approach to soft issues are one of the most important factors in the reduction of soft power in the United States.
