بررسي فساد سياسي و رابطه آن با توسعه سياسي از منظر جامعه شناسي سياسي

A Survey of the Political Corruption and its Relation with the Political Development from the Political Sociology’s point of view

جوزف ناي، حفظ مشروعيت سيستم سياسي در طول زمان را، توسعه سياسي دانسته و شاخص­ هاي آن را حاكميت قانون، پاسخگويي، شفافيت، كنترل، اعتماد سياسي، رقابت سياسي سالم، انتخابات آزاد و منصفانه همراه با نهادسازي مي­داند. عدم توانايي در كنترل و محدود كردن فساد، معمولاً دوران گذار به توسعه سياسي را با مشكل روبرو خواهد ساخت. توسعه نيافتگي سياسي به تقويت و افزايش فساد سياسي به صورت هم­افزايي منجر شده و رابطه اين دو نيز به صورت يك چرخه در طول دوره­ هاي متعدد تكرار خواهد شد. در اين بررسي منظور از فساد سياسي، سوء استفاده از قدرت واگذار شده توسط كارگزاران سياسي و دولتي در راستاي تامين منافع شخصي با هدف افزايش قدرت يا ثروت است. در اين مطالعه، فساد سياسي و رابطه آن با توسعه سياسي از منظر جامعه ­شناسي سياسي، به روش اسنادي و كتابخانه ­اي مورد بررسي قرار گرفته است و نتيجه گرفته شده است ­كه: فساد سياسي، عدم توسعه و عدم توسعه، متقابلاً فساد سياسي را به وجود مي­آورد. فساد سياسي نقش منفي بر فرايند توسعه سياسي داشته و چالش­ هاي اساسي براي سيستم سياسي و شهروندان آن فراهم مي­ سازد. هم­چنين فساد سياسي، اعتماد شهروندان نسبت به سيستم را كاهش و سيستم سياسي را با كاهش مشروعيت روبرو خواهد كرد.

Josef Nay considers the political development as a preservation of legitimacy of a political system within a given period and regards its factors the law domination, responsiveness, clarity, verification, political competition, free and fair elections along with their institutionalization. Failure to control and restrict corruption will usually endanger the transition to political development. The lack of political development has led to an increase in political corruption, and their relationship will be repeated in a series of cycles over the course of many periods. In this study, the concept of political corruption is the abuse of power delegated by political and governmental agents in order to provide personal gain with the aim of increasing power or wealth. In this study, political corruption and its relation to political development from the political sociology perspective have been examined in a documentary method. It has been concluded that political corruption brings lack of development and lack of development, reciprocate political corruption. Political corruption has a negative influence on the process of political development and provides the basic challenges for the political system and its citizens. Political corruption also reduces citizen's trust in the system and will reduce the legitimacy of political system.
