The role of political participation and democratic system in shaping political culture (Case study: Executives and Undersecretaries of Ministries of the Iraqi Kurdistan Region)

مقدمه و هدف پژوهش: پژوهش حاضر با هدف بررسي ميزان اثرگذاري مشاركت سياسي در استقرار نظام دموكراتيك و تاثير فرايندهاي دموكراتيك در شكل‌دهي به ارزشهاي فرهنگ سياسي شهروندان كرد در منطقه كردستان عراق انجام شده است. روش پژوهش: اين تحقيق از نظر هدف، بنيادي و از نظر ماهيت و روش، توصيفي (پيمايشي) و از نظر روابط بين متغيرها جزو مطالعات همبستگي است. جامعه آماري تحقيق شامل مديران و معاونين 13 وزارتخانه هستند كه براساس فرمول كوكران 73 نفر به عنوان نمونه و با روش نمونه‌گيري خوشه‌اي انتخاب شدند. ابزار گردآوري داده‌ها شامل پرسشنامه‌هاي محقق ساخته براي سنجش متغيرهاي مشاركت سياسي، دموكراسي و ارزش‌هاي فرهنگ سياسي است كه بر حسب طيف پنج ارزشي ليكرت طراحي شدند. پرسشنامه‌‌ها قبل از توزيع در اختيار 25 نفر خبره قرار گرفت تا روايي و پايايي آنها اطمينان حاصل شود. داده‌ها تحقيق در سطح آمار استنباطي از طريق آزمون‌هاي كولموگروف - اسميرنف، همبستگي پيرسون و تحليل مسير، و با استفاده از نرم‌افزارهاي SPSS و LISREL آزمون شدند. يافته‌ها: نتايج آزمون‌ها نشان داد داده‌هاي جمع‌آوري شده داراي توزيع نرمال هستند. هم‌چنين بين متغيرهاي تحقيق همبستگي قوي، مثبت و معنادار وجود دارد، و تحليل مسير متغيرها در حد قابل قبول است. نتيجه‌گيري: نتايج بدست آمده حاكي از آن است: اولاً مشاركت سياسي شهروندان در استقرار يك نظام دموكراتيك موثر است، ثانياً فرآيندهاي دموكراتيك در شكل‌گيري ارزش‌هاي فرهنگ سياسي تاثيرگذار است. بر اين اساس با اتكا به وضعيت موجود مي‌‌توان درصد بالايي از تغييرات را پيش‌بيني كرد.

Introduction and Purpose: The purpose of this study was survey the influence of political participation in the establishment of a democratic system and the Effect of Democratic Processes to shape the values of the political culture of Kurdish citizens in the Kurdistan region of Iraq. Research method: This research is in terms of nature and method, descriptive (survey) and in terms of relations between variables, is one of the correlation studies. According to Cochran's formula73 people are as a statistical sample and were selected by cluster sampling. The data gathering tool are researcher-made questionnaires to measure the variables of political participation, democracy, and values of political culture that were designed based on the five-value Likert scale. Before distributing questionnaires, they were provided to 25 experts to ensure their validity and reliability. In the inferential statistics level Data research were tested using Kolmogorov-Smirnov test, Pearson correlation and path analysis, by SPSS and LISREL software. Findings: The results showed Collected data has a normal distribution, as well as there is a strong, positive and significant correlation between the research variables and the path analysis between them is acceptable. Conclusion: The results are as follows, political participation of citizens is effective in establishing a democratic system firstly, and democratic processes influence in shaping the values political culture secondly. It can be predicted a high percentage of change on based on the existing situation.
