مدل تدوين خط ‌مشي‌گذاري سازمان تامين اجتماعي با رويكرد پست‌مدرنيسم

The Model Policy- making Formulation for social security organization with a Postmodernism Approach (Mixed Research Method)

هدف از پژوهش حاضر، طراحي مدل تدوين خط‌ مشي‌گذاري سازمان تأمين اجتماعي با رويكرد پست‌ مدرنيسم است. روش تحقيق آميخته اكتشافي است؛ جامعه آماري شامل متخصصان سازمان تامين اجتماعي و اساتيد دانشگاه آشنا به ادبيات رفاه اجتماعي بودند كه در فاز كيفي با نمونه گيري هدفمند و تكنيك گوله برفي به تعداد 23 نفر و در فاز كمي با رويكرد نمونه گيري هدفمند و تكنيك نمونه گيري قضاوتي به تعداد 30 نفر انتخاب شدند. جمع آوري داده ها در فاز كيفي با مصاحبه نيمه سختار يافته و در فاز كمي با پرسشنامه نيمه باز 61 سوالي بود. فاز اول داده ها به روش كد گذاري برگرفته از نظريه داده بنيان و به كمك نرم افزار Atlasti و در فاز كمي با كمك نرم افزار Pls مدل برآمده از فاز نخست تحقيق به روش مدلسازي معادلات ساختاري مورد تجزيه و تحليل قرار گرفت كه 93/0 از مشاركت كنندگان بر مدل مفهومي تحقيق اجماع داشتند و تمامي ابعاد مدل داده بنياد استخراجي تبيين گرديد. براي بدست آوردن اعتبار و روايي داده ها در فاز كيفي از دو روش بازبيني مشاركت كنندگان و مرور نخبگان غير شركت كننده در پژوهش استفاده شد و پايايي پرسشنامه با استفاده از ضريب آلفاي كرانباخ 95/0بدست آمد. مقوله محوري پژوهش حاضر، تدوين خط مشي گذاري با رويكرد پست مدرن است كه با توجه به شرايط علي و زمينه اي و ميانجي، ابعاد آن تبيين و راهبردهاي تحقق آن تدوين شد و سپس مدل نهايي ارائه شد

The aim of the present research is to design the policy-making model in social security organization with post-modernism approach. The research is of the mixed, exploratory type. Therefore, the approach in this research is qualitative- quantitative (mixed). The statistical universe of the first phase (qualitative) and the second phase (quantitative) of the research consisted of academic experts familiar to the literature of social welfare and policy making, and specialists in social security. In the first phase, 23 individuals were selected employing targeted sampling with snowball sampling technique while in the second phase, 30 individuals were selected employing targeted sampling with judge mental sampling technique. In the first phase, data was gathered through questionnaires, instructing essentials and in the form of semi-structured, while in the second phase, it was gathered through half-open questionnaires with 61 items. In the first phase, data was analyzed through lab ling obtained from theorization (data-based), employing Atlasti software. In the second phase, the model test, obtained from the first stage of research was used in the form of modeling structural equations, using PLS software and descriptive statistics, central indexes and the percentage of consensus on model. 93 percent of participants had consensus on the conceptual model of the present research, so that all dimensions of the data-based extracted model were explained.
