برآورد هزينه خارجي تصادفات رانندگي در شهر تهران (مطالعه موردي: منطقه 2 شهر تهران)

(Estimation of external costs of road traffic accidents in Tehran (The Case Study: Region 2 of Tehran city

تصادفات ترافيكي يكي از عوامل بسيار مهم مرگ و مير و صدمات شديد جاني و مالي بوده و آثار سنگين اجتماعي ، فرهنگي و اقتصادي آن ، جوامع بشري را به شدت مورد تهديد قرار داده است. شدت اين صدمات در كشورهاي در حال توسعه نظير ايران بيشتر بوده و از اين رو تعداد و شدت تصادفات در كشورهاي مذكور در مقايسه با كشورهاي توسعه يافته چندين مرتبه بالاتر است. اصولا هزينه تصادفات از دو بخش اصلي هزينه هاي داخلي و خارجي تشكيل مي شود كه هزينه هاي خارجي شامل قيمت جان انسانها و آثار منفي اقتصادي معلوليت ها و جراحات رواني است. در اين پژوهش با توجه به گردآوري آمار تصادفات فوتي ، جرحي و خسارتي معابر منطقه 2 تهران در سال 1393 ، بخشي از هزينه هاي خارجي آنها شامل هزينه هاي فوت و معلوليت برآورد مي شود. براي كمي سازي اثرات تصادفات بر سلامتي انسان و مرگ و مير، از شاخص DALY (DisabilityAdjusted Life Year) استفاده مي شود كه شاخصي براي سنجش وضعيت سلامتي انسانها (با ديدگاه اقتصادي هزينه - فايده) و تنها شاخص كمي براي سنجش هزينه خارجي فوت ، بيماري يا معلوليت است و نماينده سالهاي از دست رفته عمر ناشي از مرگ نا بهنگام تا معلوليت نسبي است. همچنين در اين پژوهش سعي شده است ابتدا آمار تصادفات كليه معابر منطقه 2 تهران به تفكيك گردآوري شده ، سپس معابر داراي تصادفات فوتي جدا شده و ارزش ريالي سال هاي از دست رفته عمر (شاخص DALY) براي معابر داراي تصادفات فوتي محاسبه شود.

Traffic accidents are one of the very important factors of mortality and morbidity and is severely threatened human society by the severe effects of social, cultural and economic. The damage was more severe in developing countries, such as Iran and therefore the number and severity of accidents in these countries is several times higher compared with developed countries. Basically, the cost of accidents consist of two main parts: internal and external costs that external costs consist of the price of human lives and economic impacts of disabilities and mental injuries. In this study, according to collecting the statistics of death, injury and damage accidents of region 2 roads in Tehran city in 1393, part of the external costs include the cost of death and disability is estimated. To quantify the effects of the accident on human health and mortality, is used the DALY indicator that this indicator is used for assessment of human health (with the economic perspective of cost-benefit) and is unique quantitative indicator that is used for assess the external cost of death, desease or disability and is representative of the adjusted life year due to premature death to disability. Also in this study, it is tried first, separately collecting the statistics of accidents of region 2 roads in Tehran city then the roads have death accidents isolated and disability Adjusted Life Year (DALY indicator) has to be calculated for roads that have death accidents.
