Role of Information-Based Police in Detecting Serial Killings Cases

قتل يكي از جرايم خشن عليه تماميت جسماني افراد است كه حيات انسان را كه موهبتي الهي است از انسان سلب مي نمايد و وقتي كه اين جرم جنبه زنجيره اي به خود مي گيرد تأثير سوء و مخرب بيشتري بر امنيت شهروندان بر جاي مي گذارد كه اكثر جوامع در برهه اي از زمان با آن مواجه بوده و يا مواجه خواهند شد و پليس در برهه هاي زماني متعدد از گذشته تا حال، الگوهاي متعددي همچون تهديد محوري، جامعه محوري، مسئله محوري، داده محوري و اطلاعات محوري را در مقابله با جرم تجربه نموده است. لذا با توجه به اهميت كشف قتل هاي زنجيره اي، در اين تحقيق به دنبال جواب اين سؤال هستيم كه پليس اطلاعات پايه چگونه قتل هاي زنجيره اي را كشف مي نمايد؟ اين پژوهش از نظر نوع و هدف، كاربردي و از نظر ماهيت، توصيفي- تحليلي است كه به صورت اسنادي و مصاحبه عميق با كارآگاهان جنايي و تشخيص هويت تدوين شده است. نتايج اين تحقيق نشان داد كه عواملي همچون : اطلاعات صحنه جرم، اطلاعات حاصل از تجزيه و تحليل الگوي جرم، اطلاعات پزشكي قانوني، استفاده از بانك هاي متعدد اطلاعاتي، اطلاعات كارآگاهان زبده، اطلاعات حاصل از انجام مصاحبه و بازجويي اصولي از شهود، اطلاعات مطلعين و متهم، اخبار واطلاعات منابع و مخبرين و اطلاعات بزه ديده اي كه موفق به فرار از دست قاتل گرديده از عوامل مؤثر در كشف قتل هاي زنجيره اي توسط پليس اطلاعات پايه هستند

Murder is one of the violent crimes against the physical wholeness of people which takes human life that is a divine grace and when this crime turns into a serial type, it leaves a more destructive and bad effect on the security of citizens which many societies have faced or will face during a course of time and police have experienced from the past till now different models such as threat-based, society-based, isuue-based, and information-based to counter this kind of crime. Therefore; regarding the importance of detecting serial killings, in this research we are seeking a response to this question that “How will the information-based police detect serial killings?” This research is of applied form from type and objective perspectives and descriptive-analytical in terms of nature which has been prepared in documentary and deep interviews forms with homicide detectives and identity detection experts. The results of this research showed that such factors as: crime scene information, crime profiling information, forensic medicine information, use of various information bank, skilled detectives’ information, information resulted from interview and interrogation of witnesses, the accused and pundit information, informants and sources’ information and information from the victim who has succeded to escape from a murderer are all the effective factors in detecting serial killings by information-based police.
