ارائه ي مدل ارزيابي جامع آسيب پذيري پهنه هاي شهري به تفكيك لايه هاي تشكيل دهنده ي شهر با رويكرد پدافند غيرعامل

Developing a New Model for Vulnerability Assessment of city zones with passive defense approach

ارزيابي و كاهش آسي بپذيري شهرها يكي از مهمترين الزامات طرهاي پدافند غيرعامل است. با نگاه به شهر به مثابه ي سيستمي ازعناصر و اجزاي به هم وابسته، لازمه ي ارزيابي آسيب پذيري شهري، بررسي همه جانبه ي اجزاي شهري و روابط بين آ نهاست. پژوهش حاضر با رويكردي كاربردي سعي در ارائه ي مدلي براي ارزيابي آسيب پذيري شهر به صورت جامع در برنامه ريزي شهري دارد كه بتواند دررابطه با هر شهر مورد استفاده قرار گيرد. به اين منظور پس از تبيين و تفكيك عناصر تشكيل دهنده ي شهر و اجزاي مرتبط با هر يك از اين عناصر، در قالب هشت معيار اصلي و زير معيارهاي مربوط به هر يك، ميزان آسيب پذيري شهر ناشي از نبود هر يك در نمونه ي فرضي مورد بررسي قرار گرفت و سپس با استفاده از روش AHP و بهره گيري از نظر بيش از شصت كارشناس متخصص در حوزه ي شهرسازي، مديريت شهري و پدافند غيرعامل، لايه ها چه به صورت درون سيستمي و چه به صورت برون سيستمي نسبت به يكديگر وزن دهي شد، سپس وزنهر يك از عناصر در لايه ي مربوط در سيستم مكاني اعمال شد. در مرحله ي بعد شعاع آسيب پذيري هر يك از لايه ها مشخص شد و به منزله يضريب در لايه ها در نظر گرفته شد. در نهايت با كمك نرم افزار GIS و همپوشاني لايه ها در نمونه ي فرضي، پهنه بندي آسيب پذيري شهريبراي هر يك از معيارهاي اصلي توليد شده است و در مرحله ي بعد با همپوشاني نقشه هاي پهنه بندي مربوط به هر يك از معيارها نقشه ي نهايي پهنه بندي آسيب پذيري در نمونه ي فرضي مشخص شده است كه در پنج طيف آسيب پذيري پهنه هاي شهري را نسبت به يكديگر نشان مي دهد.

Vulnerability assessment and vulnerability reduction in cities is one of the requirements of civil defense plans. Considering cities as a complex system consisting of related elements, we can assume that vulnerability assessment of cities needs a holistic analysis of all the elements and their connections. In this research, it has been tried to produce an applicable model for urban vulnerability assessment to use in urban planning in any city. To reach the goal, first, the consisting elements of cities and their different components in eight main criteria and related sub-criteria were determined. Then, the amount of urban vulnerability that occurs in the case of lacking any of the criteria in the hypothetical case study was measured. By using the AHP model and opinions of more than 60 experts in the field of urban planning, urban management, and civil defense; criteria, whether inside or outside the system, had been weighed in relationship with each other. The measurement (weight) of any elements presents in the geographical system. Then, the vulnerability radius of any elements is defined to be used as the score of layersand more importantly to zoning the city based on these layers. Finally, by using GIS software and overlaying layers in the case study, urban vulnerability zoning is produced for main layers and then by overlaying these maps, the final map of urban vulnerability zoning is generated in five groups
