The Management of Citizenship Education with an Urban Sustainable Development Approach

با رشد روزافزون شهرنشيني و به وجود آمدن شهرهاي فراقومي و حتي ابر شهرهاي چندمليتي، آميختگي فرهنگ ها و تنوع نيازهاي شهروندي و همچنين كاهش شديد منابع طبيعي و آلودگي هاي فزاينده زيست محيطي، نياز به تربيت و توسعه سرمايه انساني مسئوليت پذير و توانمند براي ارتقاء توسعه پايدار همه جانبه شهري الزامي است. شهروندي كه با حفظ عدالت شهروندي، اخالقي و ارزشهاي انساني، شرايط زندگي و حيات نسلهاي آينده را به خطر نياندازد. با مديريت بر آموزش شهروندي مبتني بر اصول علمي و درك اجتماعي كه تمام جوانب آموزش براي مخاطبان با تفاوت هايشان در همه ي زمينه ها را رعايت كند توسعه پايدار تحقق پذير است. از اين روي هدف اين پژوهش، گردآوري و ارائه مدل مفهومي براساس نظرات جمعي از خبرگان دانشگاهي كشور است كه زمينه رشته دانشگاهي، تدريس و فعاليتشان پيرامون مديريت بر آموزش شهروندي با رويكرد توسعه پايدار شهري مي باشد. پژوهش حاضر به روش كيفي با رويكرد مبتني بر نظريه داده بنياد به صورت اكتشافي انجام شد. بر اين اساس، به روش هدفمند مصاحبه نيمه ساختاريافته اي با 12 نفر از متخصصان تا رسيدن به اشباع نظري صورت گرفت. با رويكرد سيستمي گردآوري داده هاي كيفي صورت پذيرفت و با روش كدگذاري سه مرحلهاي باز، محوري و انتخابي در نهايت 16 مقوله اثرگذار بر مديريت بر آموزش شهروندي با رويكرد توسعه پايدار شهري از نظر مصاحبه شوندگان به دست آمد. نتيجه اين پژوهش بر نهادسازي موثر و با پشتوانه قانون الزام آور و سياستگذاري ملي با درك ويژگي هاي مناطق و پيرو آن برنامه ريزي آموزشي ملي و منطقهاي تاكيد دارد. با توجه به توانمندي ها و الگوهاي بومي و همچنين توسعه دانشگاهي مديريت آموزش هاي شهروندي به عنوان عامل حرفهاي و اصولي در هدايت اين ركن اساسي در توسعه پايدار شهري در نظر گرفته شده است

With the increasing growth of urbanization and the emergence of transnational cities and even multinational metropolises, the mix of cultures and diversity of citizenship requirements, as well as the significant reduction of natural resources and increased environmental pollutions, it is necessary to train and develop responsible and empowered human capital in order to improve a comprehensive urban sustainable development. Citizens should avoid endangering the living conditions of future generations by preserving civil and moral justice, and human values. This is achievable through the management of citizenship education based on scientific principles and social understanding, which provides different aspects of education for different people at all the areas to realize the sustainable development. Therefore, the present study aims to collect and present a conceptual model based on the opinions of academic experts in the field of academic discipline, teaching and practice in management of citizenship education with Sustainable Urban Development Approach. This research is conducted heuristically through a qualitative method based on the Grounded Theory approach. Accordingly, the semi-structured interviews with 12 experts were carried out until they reached a theoretical saturation. In addition, the qualitative data collection was done using a systemic approach and finally 16 categories influencing the management of citizenship education with an urban sustainable development approach were extracted from interviewees’ opinions. The research result emphasizes the effective institutionalization supported by enforceable law and national policymaking considering the regions’ characteristics and national and regional education planning. Considering the local capabilities and patterns as well as the academic development, the management of citizenship education has been considered as a professional and fundamental factor in guiding this essential component toward the urban sustainable development.
