واكاوي ميزان تأثيرگذاري شبكه هاي اجتماعي بر مشاركت سياسي (مطالعه موردي: ايران و روسيه در سال هاي 2020-2010)

Analyzing the Influence of Social Networks on Political Participation (Case Study: Iran and Russia) 2010-2020

شبكه هاي اجتماعي از مهمترين ابزارموجود براي انتقال مفاهيم و مشاركت سياسي محسوب مي شود و همۀ نظام هاي سياسي در اين مقاله مطالعه موردي كشورهاي ايران و روسيه در تلاش هستند آن را در اختيار گرفته و بر آن نظارت كامل داشته باشند و با آن نظرات خود را به مردم منتقل كنند. با توجه به اهميت فزاينده شبكه هاي اجتماعي مجازي در تحولات سياسي و اجتماعي جوامع، در اين مقاله آثار و پيامدهاي استفاده از رسانه هاي اجتماعيِ فيسبوك، توئيتر و تلگرام بر مشاركت سياسي را در دو كشور ايران و روسيه مورد بررسي و مطالعه قرار داديم. بر اين اساس در پاسخ به پرسش اين پژوهش كه شبكه هاي اجتماعي مجازي چه نقشي در تعميق مشاركت سياسي و شكل دادن به رفتار سياسي و انتخاباتيِ افراد در ايران و روسيه ايفا كردند؟ اين فرضيه مطرح مي شود كه شبكه هاي اجتماعي از طريق تسهيل و تسريع ارتباطات ميان جامعه و نخبگان سياسي نقش شتاب دهنده اي در تعميق مشاركت سياسي ايفاء كرده است به طوري كه شبكه هاي اجتماعي اين فرصت را در اختيار مردم ايران و روسيه گذاشته اند تا درباره سياست اطلاعات به روز و فراواني را به دست آورده و محدوديت هاي ايجاد شده توسط دولت ها را دور بزنند. نتايج پژوهش نشان داد، كه رسانه هاي اجتماعي در ايران و روسيه توانسته اند ميزان و نحوه مشاركت سياسي افراد را دگرگون كنند. براي آزمون فرضيه از روش كيفي مطالعه موردي استفاده شده است.

Political participation is a feature and characteristic of civil society. Today, political participation in the form of electoral participation, which is the most important indicator of the political development of nations, has become inevitable. Social networks are one of the most important tools for conveying political concepts and participation, and all political systems in this article are a case study of Iran and Russia are trying to take it and have full control over it and transfer their opinions to the people through using them. Given the growing importance of virtual social networks in the political and social developments of societies, the question of the present study is: what role virtual social networks (in this study, Facebook, Twitter and Telegram) play in deepening political participation of and shaping political behavior of people in Iran and Russia? In answer to this question, it is hypothesized that social networks have played an accelerating role in deepening political participation by facilitating and accelerating communication between society and political elites, so that social networks provide this opportunity to the Iranians and Russians to gain up-to-date information on policies and circumvent government restrictions. Accordingly, the authors of the article, using the views of Verba and Putnam, and in a qualitative way, will try to explain the effect of people's membership in social networks on the level of political participation of Iranian and Russian citizens.
