The Impact of Political Power on the Evolution of Iranian Policy Writing: From the Fifth Century to the fall of the Safavieh

سياست‌ نامه ‌نويسي، مهم‌ترين هنر نگارش و انديشه‌ورزي سياسي در سراسر تاريخ تمدن ايراني بوده است. اين هنر، زمينه را براي نگارش متوني مهم در دوره‌هاي مختلف حكمراني حاكمان مختلف فراهم نموده كه هدف آن‌ها ايجاد و استقرار و دوام حكومت در چارچوب مباني معرفتي خاص نويسنده‌ سياست‌نامه در بستر تاريخي خاص خود و نيز مبتني بر چگونگي ادراك سياست‌نامه‌نويس از اوضاع زمانه‌اش بوده است. اما، مهم‌ترين بحث در خصوص نگارش سياست‌نامه‌ها، تاثيرپذيري اين آثار و متون از قدرت سياسي است. اين تاثيرپذيري به انحا و اشكال مختلف، نقش و كاركرد خود را بر روندهاي تحول در سياست‌نامه‌نويسي ايراني در دوران اسلامي برجاي گذاشته است. با توجه به اين وضعيت، در مقاله‌ حاضر تلاش شده است تا به اين سوال پاسخ داده شود كه قدرت سياسي چه تأثير بر سير تحول سياست‌نامه‌نويسي ايراني از قرن پنجم به اين سو، تا پايان حكمراني امپراتوري صفويه داشته است؟ يافته هاي حاصل از نوشتار حاضر نيز نشان مي‌دهد كه قدرت سياسي نه ‌تنها بسترساز نگارش سياست‌نامه‌نويسي شده، كه خارج از دايره‌ي قدرت سياسي دوران مورد مطالعه، اصولاً نمي‌توان سراغي از سياست‌نامه‌نويسي گرفت. لذا، سياست‌نامه‌نويسي در چارچوب دايره‌ قدرت سياسي حاكم در اين دوران قرار دارد.

Policy writing has been the most important art of writing and political thinking throughout the history of Iranian civilization. This art has provided the basis for writing important texts in different periods of rule of different rulers. Their goal was to establish, establish, and sustain the government within the framework of the specific epistemological foundations of the author of the policy in its own historical context, as well as how the policy writer perceives the situation of his time. But the most important discussion about writing policy letters is the impact of these works and texts on political power. This influence, in various forms, has left its role and function on the evolutionary trends in Iranian policy writing during the Islamic period. With this in mind, the present article attempts to answer the question of what effect did political power have on the evolution of Iranian political writing from the fifth century onwards until the end of the Safavieh Empire's rule? The answer is yes. The results of writing the article also show that political power is not only the bedrock of writing policy-making, but outside the circle of political power of the period under study, it is basically impossible to trace politics. Therefore, politics is within the framework of the ruling political power in this period.
