صنعت نفت ايران در طي سالهاي 42-1333ش/ 63-1954م روندي رو به رشد و صعودي از لحاظ كمي و كيفي داشته است. مجموع عوامل متعددي باعث افزايش توليد و بهاي نفت خام ايران گرديد و در نتيجه درآمدهاي ارزي فراواني در اختيار دولت قرار گرفت و بخش زيادي از اين درآمدها در طي برنامه هاي عمراني توسعه در بخش هاي مختلف سرمايه گذاري شد. طرح چم يكي از مهمترين زيرساخت هاي است، كه در راستاي سياست هاي كلي توسعه در صنعت نفت ايران در سال هاي 1342-46ش/ 67-1963م ، با سرمايه گذاري و مشاركت شركت ملي نفت ايران و شركت هاي عامل نفت و دولت از طريق برنامه سوم توسعه 47-1341ش/ 68 – 1962م) اجرايي شد. اين پژوهش تحليلي- تاريخي در پي آن است كه با استفاده از روش مطالعه كتابخانه اي و نيز مطالعات اسنادي، اهداف و كاركرد هاي اجرائي طرح و تاثيرات آن در صنعت نفت ايران را بررسي نمايد. يافته هاي پژوهش نشان مي دهد، طرح با هدف بهبود كمي و كيفي و مدرن شدن مراكز صدور نفت و فرآورده هاي نفتي ايران اجرائي شده است و منجر به بهبود شاخص هاي اقتصادي و زيربنايي، افزايش تاسيسات، بهره وري و صدور نفت خام ايران گرديد.
