راهبردنگاري قانوني براي كودكان و نوجوانان در سياست‌گذاري آموزشي

Legal Strategy for Children and Teenagers in Educational Policy Making

آموزش و تحصيل حق يا امتيازي است كه در دسترس كودكان و نوجوانان قرار مي گيرد تا نتايج آن در بهبود كلي حقوق آنان مؤثر واقع شود. فقط با آموزش است كه كودكان به جهان خارج از فرهنگ فقر دسترسي دارند و از راه فراگيري علوم و مهارت ها، ارزش هاي معنوي را مي يابند و به سوي زندگي توأم با خوشبختي هدايت مي شوند. هدف از مقالۀ حاضر، شناسايي اين حق كودكان و نوجوانان در راهبرد اسناد بين المللي و مقررات ايران است. تحقيق حاضر براساس روش توصيفي و تحليلي و برپايۀ اسناد و منابع كتابخانه اي نگاشته شده است. ازجمله حق هاي بنيادين بشري مدنظر سياست گذاران، آموزش و تحصيل كودكان و نوجوانان است تا با بهره مندي از اين حق، از حيث اجتماعي بازپذير شوند و با پذيرش تكاليف خود بتوانند در رشد و توسعۀ جوامع ملي و بين المللي، درمقام شهروند مؤثر باشند. حق آموزش و تحصيل كودكان و نوجوانان در كنوانسيون يونسكو بر ضد تبعيض در آموزش و كنفرانس جهاني در حوزۀ آموزش براي همگان شناسايي شده است، اما در قانون تأمين وسايل و امكانات تحصيلِ اطفال و جوانان ايراني و قانون حمايت از كودكان و نوجوانان، با راهبردهاي ناقصي تضمين شده است.

Education and Learning is a right available to children and teenagers to have a good realization at their rights. By education children can go beyond the poverty culture and by acquiring skills could get the spiritual values, have a fortunate life. The purpose of this paper is identifying of this right of children and teenagers in the strategy of international documents and regulations of Iran. The current paper is using description�analytic method as well as digital�library sources. One of the fundamental human rights of policy makers, education and learning of children and teenagers, so that by exercising this right, they can re-enact socially and accept responsibilities, be effective citizens in the development of national and international societies. Educational rights of children and teenagers, in Convention against Discrimination in Education and World Conference on Education for All has been identified. But in the Feasibilities of Education & Supporting Law of Children and Teenagers and Act for the Protection of Children & Teenagers, is guaranteed by incomplete strategies.
