Extracting Indicators and Pathology of Communication Services Representation on the National Information Network

يكي از دغدغه هاي سياستگذاران شبكه ملي اطلاعات ارائه مطلوب و با كيفيت خدمات ارتباطي بر روي بستر شبكه ملي اطلاعات است و از مهمترين لازمه هاي ايجاد مطلوبيت، وجود شاخص هايي است كه بر مبناي آن بتوان وضع موجود را ارزيابي و وضع مطلوب را متصور شد. در اين پژوهش تلاش شده است تا در وهله اول شاخص هايي كلي براي ارائه خدمات ارتباطي استخراج شود كه كليه ملاك هاي بومي و ملي را نيز مدنظر داشته باشد و در وهله بعد، از همين شاخص ها جهت آسيب شناسي و تعيين وضعيت فعلي عملكرد در راستاي ايجاد زيرساخت فني و محتوايي ارائه خدمات ارتباطي بر روي بستر شبكه ملي اطلاعات استفاده شود. اين پژوهش با استفاده از مطالعه كتابخانه اي، روش گراندد تئوري و روش دلفي انجام گرفته و نتايج به دست آمده از آن، نشان مي دهد كه در اكثر حوزه هاي مرتبط با شبكه ملي اطلاعات، به جز حوزه هاي مرتبط با مسئوليت پذيري و پاسخگويي، اطمينان و اعتبار مالي، هنوز مطالعات و تحقيقات كافي صورت نگرفته و ضروري است تا پيش از راه اندازي شبكه ملي اطلاعات، اين تلاش ها و مطالعات به ويژه در حوزه هاي مرتبط با مشتريان دريافت خدمات ارتباطي، تكميل گردد.

One of the concerns for policy men of the national information network is to represent eligible and qualified communication services on the national information network platform. One of the most important requirements for developing desirability is to gain indicators to make assessments for current situation and desire a plan for the eligible state. in this paper, it’s been trying to obtain some general indicators for representation of communication services which observe all the local and national criterions at first and then these indicators were employed to perform pathology and assessment on the current state of functionality in order to create technical and contents infrastructure for the representation of communication services on the national information network platform. This study has been accomplished by means of library studies, Grounded theory method and Delphi method and the consequences have shown that in most national network related fields, except in responsibility, reliability and financial credits,related fields, there seems to be still lack of sufficient study and it’s essential to supplement these experiments and studies, especially in the customer (who receives communication services) related fields, before the implementation of national information network.
