طراحي سنجه اندازه‌گيري كيفيّت در فرايند خط‌مشي‌گذاري فرهنگي در آموزش عالي

Designing a Scale for Measuring the Quality of Cultural Policymaking Process in Higher Education

بدون اندازه‌گيريِ امر تحت حكمراني، سخن راندن از بهبود اگر گزاف نباشد، موضوعي به شدّت دشوار است. خط‌مشي‌گذاري عمومي، ابزار دولت‌ها در حكمراني بر عرصه‌هاي مختلف جامعه است. خط‌مشي‌هاي عمومي كه در راستاي حل مسائل و برآورده كردن حوائج عامه تدوين و پياده‌سازي مي‌شوند، تنها در صورتي مي‌توانند هدف غايي خود مبني بر منفعت عمومي را محقق كنند كه در فرايند مسئله‌شناسي، تدوين، اجرا و ارزشيابي، از كيفيت مطلوب برخوردار باشند. آگاهي از ميزان كيفيت خط‌مشي‌هاي عمومي در هر يك از مراحل مذكور، نيازمند ابزار و سنجه‌هاي اندازه‌گيري دقيق و معتبر است. با مسلح بودن دولت‌ها به ابزار و سنجة اندازه‌گيري كيفيت خط‌مشي‌هاي عمومي، آگاهي از وضع موجود و حركت به سمت وضع مطلوب، تسهيل خواهد شد. اهميت اين امر، هنگامي كه سخن از عرصة فرهنگي جامعه باشد، دو چندان خواهد بود. در اين پژوهش، با مبنا قرار دادن الگوي ارزشيابي فرايند خطمشيگذاري فرهنگي و با استفاده از روش‌شناسي ده مرحله‌اي ساخت سنجه اندازه‌گيريِ راتري و جونز (2007) و نظرخواهي از 10 خبرة فعال حوزة فرهنگي، اقدام به طراحي سنجة اندازه‌گيري كيفيت خط‌مشي‌هاي فرهنگي در قالب پرسشنامه شده است. سنجة طراحي‌شده در قالب تعداد 55 سؤال، امكان سنجش كيفيت خط‌مشي‌هاي فرهنگي در پنج بُعد مسئله‌شناسي، راه­حل­گزيني، مشروعيت­دهي، اجرا و ارزيابي را فراهم كرده است. بُعد مسئله‌شناسي، داراي مؤلفه‌اي به نام تعالي فرهنگي با چهار شاخص: تعميق باورهاي ديني و ارزشي، رشد اجتماعي، هويت‌بخشي و بصيرت‌افزايي است. بُعد مشروعيت‌دهي، داراي مؤلفه‌ا‌ي به نام پشتيباني فرهنگي با دو شاخص: اقناع‌پذيري و حمايت قانوني است. مؤلفه‌هاي بُعد اجرا در خط‌مشي‌گذاري فرهنگي عبارتند از: بسترسازي نرم با شاخص‌هايي از قبيل تعهد و توانمندي مجريان. نهايتاً در بُعد ارزيابي، مؤلفه‌ا‌ي به نام نظارت هوشمند فرهنگي با شاخص‌هايي از قبيل نظارت هدفمند، مستمر و واقع‌نگر وجود دارد.

Without measuring governance, it is extremely difficult to talk about improvement. Public policy-making is the tool of governments in governing various areas of society. Policies that are formulated and implemented to solve problems and meet public needs can only achieve their ultimate goal of public interest if they are of good quality in the process of agenda setting, formulation, implementation, and evaluation. Knowing the quality of policies in each of these stages requires accurate and valid measuring tools and metrics. This will be doubly important when it comes to the cultural sphere of the society. In this study, based on the evaluation model of the cultural policymaking process and using the ten-step methodology of designing the measures of Ruther and Jones, and a survey of 10 active experts in the field of culture, a questionnaire for measuring the quality of cultural policies has been designed. The scale, containing 55 questions, has made it possible to measure the quality of cultural policies in five dimensions: problem-identification, solution-taking, legitimization, implementation and evaluation. The problem-identification dimension has a component called cultural excellence with four indicators: deepening of religious and value beliefs, social development, identity-creating and insight-giving. The legitimization dimension has a component of cultural support with two indicators: persuasiveness and legal protection. The implementation dimension has the component of cultural policy-making which includes soft contextualization with indicators like commitment and the potency of the administrators. Finally, the evaluation dimension has the component of cultural monitoring with indicators like, purposeful, continuous, and realistic monitoring.
