The Role of Think Tanks in Turkey’ s Foreign Policymaking towards the Middle East with Emphasis on the AKP Period

چند دهه گذشته شاهد پيچيدگي هر چه بيشتر فرآيند تدوين و تصميم سازي در عرصه سياست خارجي بوده است. از اين رو، شناخت دقيق مسائل و پديدارهاي متنوع منطقه اي و بين المللي در راستاي سياستگذاري خارجي مناسب، موثر مي باشد. اين موضوع بر اهميت نقش و تاثير نهادهايي كه مسؤوليت ارائه پشتوانه هاي نظري سياستگذاري خارجي را بر عهده دارند، مي افزايد. در اين راستا، اتاق هاي فكر فرصت مناسبي را در جهت تاثير بر فرآيند سياستگذاري خارجي كشورها فراهم نموده اند. تركيه نيز به عنوان يكي از كشورهاي مهم و تاثيرگذار در منطقه غرب آسيا، از ظرفيت اتاق هاي فكر در عرصه سياستگذاري خارجي خود علي الخصوص در دوره پس از به قدرت رسيدن حزب عدالت و توسعه بهره برده است. اما اين موضوع كه تا چه ميزان اتاق هاي فكر در سياستگذاري خارجي اين كشور، علي الخصوص در ارتباط با خاورميانه تاثيرگذار بوده، نيازمند تحقيق و بررسي مي باشد. لذا، مقاله حاضر در صدد پاسخگويي به اين پرسش است كه اتاق هاي فكر چه نقشي در سياستگذاري خارجي تركيه در قبال خاورميانه ايفاء مي نمايند؟ براي پاسخگويي به اين پرسش، يافته هاي اين مقاله كه با روش اسنادي-كتابخانه اي و با استفاده از منابع معتبر فارسي و انگليسي گردآوري شده است، مبيّن اين مطلب است كه اتاق هاي فكر در تركيه اغلب به عنوان ابزاري در جهت توجيه سياستگذاري خارجي اين كشور در منطقه به فعاليت مي پردازند.

The past few decades have witnessed increasing complexity of development and decision-making process in foreign policy. Hence, precise recognition of diverse regional and international phenomena and issues is effective for proper foreign policymaking. This highlights the importance of the role and influence of the institutions that are responsible for theoretical backing of foreign policy. In this regard, think tanks have provided appropriate opportunity to influence the foreign policymaking process of countries. Turkey, as one of the most important and influential countries in the West Asia, has benefited the capacity of think tanks in the field of foreign policymaking, especially after the rise of the AKP to power. However, the issues of the extent to which think tanks are influential in foreign policymaking of this country, especially vis-a-vis the Middle East, need to be researched. Therefore, this paper seeks to answer the question of what role think tanks play in the foreign policymaking of Turkey in regard to the Middle East. To answer this question, the findings of this study gathered through library-documentary method using credible Persian and Latin sources, illustrate that think tanks in Turkey are often used as a tool to justify foreign policymaking of Turkey in the region.
