طراحي مدل تعالي نظام دانشگاهي با تاكيد بر بنياد مديريت كيفيت اروپا (مورد مطالعه:دانشگاههاي دولتي جامع شهر تهران)

Desining the excellence model of the academic system with emphasis on the European Quality Management Foundation

پژوهش حاضر با هدف طراحي مدل تعالي نظام دانشگاهي دانشگاه­هاي دولتي جامع شهر تهران با تاكيد بر الگوي بنياد مديريت كيفيت اروپا مي‌باشد. پژوهش از نظر هدف، بنيادي و از نظر شيوه جمع آوري داده ها در زمره تحقيقات آميخته(كيفي-كمي) قرار دارد. در بخش كيفي پژوهش ضمن بررسي اسناد، از طريق نمونه گيري گلوله برفي به مصاحبه با 11 نفر از اساتيد خبره دانشگاهي با استفاده از روش گراندد تئوري به بررسي مولفه­هاي تعالي نظام دانشگاهي پرداخته شد. داده هاي حاصله با استفاده روش تحليل مضمون تجزيه و تحليل گرديد و پنج تم اصلي(توليد دانش معنويت محور، تربيت نيروي انساني مولد، كنش گري در جامعه جهاني، هويت دانشگاه، مختصات اجتماعي و فرهنگي دانشگاه) استخراج شد. در بخش كمي كه مبتني بر بخش كيفي مي­باشد، 287 نفر از مديران و اعضاي هيات علمي دانشگاه­هاي جامع دولتي شهر تهران با استفاده از پرسشنامه به بررسي وضع موجود و آزمون الگوي طراحي شده پرداختند. مدل برآمده از پژوهش داراي 5 مولفه اصلي و 11 مولفه فرعي در قالب توانمندسازها، فرايندها و نتايج مي باشد كه با روش توصيفي-تحليلي به ارزيابي اعتبار مدل پرداخته شده است. نتايج نشان دهنده آن است كه توانمندسازهاي مدل تدوين شده روي فرايندهاي اين جريان و فرايندهاي طراحي شده روي نتايج احتمالي حاصل از اجراي اين مدل و توانمندسازهاي مدل روي نتايج تاثير معناداري دارد. در نهايت مي توان گفت متغير ها در كل (0/42 = R) بصورت مستقيم مدل تعالي سازماني دانشگاه­هاي دولتي جامع شهر تهران را تحت تاثير قرار مي‌دهند. در پايان نيز راهكارهايي در جهت تعالي نظام دانشگاهي ارائه شده است.

The present study is aimed to designing the excellence model of the university system in Tehran's comprehensive universities with an emphasis on European Quality Management Foundation.This study is fundamental research, , and in terms of data collection method is mixed method (qualitative-quantitative) was used research. In the qualitative part of the research, by examining the documents, using snowball sampling, with interviewing 11 university professors with the grounded theory method, the components of the excellence of the academic system were investigated. The data were analyzed using the method of subject analysis. The five main themes (production of spirituality-based knowledge, training productive human resource, action in the global community, university identity, social and cultural characteristics of the university) were extracted. In the quantitative part based on the qualitative section, 287 university administrators and faculty members of the comprehensive universities of Tehran city, using a questionnaire, examined the status quo and tested the designed model. The research-based model consists of 5 main components and 11 sub-components in the form of empowerment, processes and outcomes that have been evaluated using a descriptive-analytical method for validating the model. The results indicate that the empowerments of the developed model on the processes of this process and the designed processes on the possible outcomes of the implementation of this model and model empowerments on the outcomes has a significant effect. It can be said that the variables in general (R = 0.42) directly affect the organizational excellence model of the comprehensive universities in Tehran.. Finally, there are some ways to improve the academic system.
