معرفي روش‌هاي طبقه‌بندي كاربري اراضي در برنامه‌ريزي منطقه‌اي و ارائه الگوي مناسب ايران

Introducing the land use classification methods in Regional Planning and presentation of an appropriate pattern for Iran

يكي از نتايج مهم طرحهاي كالبدي منطقه اي، توليد نقشه كاربري اراضي و تعيين كاربريهاي كلان در سطح محدوده مطالعاتي است. اين مهم كه در طرحهاي كالبدي منطقه اي و ناحيه اي عموماً با عنوان نقشه منطقه بندي كاربري اراضي (قرارداد همسان 19) شناخته مي‌شود، از جمله نتايج اصلي طرحهاي منطقه اي است كه بر اساس آن عملياتي شدن اهداف و راهبردها و پيشنهادهاي طرح امكانپذير مي‌شود. براي تهيه نقشه‌هاي منطقه بندي كاربري اراضي روشهاي متفاوتي در ادبيات نظري و تهيه طرحها وجود دارد. ولي قبل از هر اقدامي ضرورت تدوين يك ساختار سيستماتيك از طبقه بندي اراضي وجود دارد. از اين روي ضروري است كه برنامه ريز بر اساس تدوين يك روش مشخص به تعيين كاربري اراضي در مقياس منطقه پرداخته و سند منطقه بندي را بر اساس آن ارائه نمايد. اين مقاله سعي دارد به ارائه يك الگوي طبقه‌بندي كاربري اراضي در مقياس منطقه و ناحيه بپردازد. روش پژوهش: پژوهش حاضر در جهت تدوين اين ساختار بوده و از جمله تحقيقات كاربردي مي‌باشد و به جهت روش شناسي، توصيفي - تحليلي است. بنابراين در تبيين ادبيات و سوابق موضوع پژوهش و ارائه الگوي پيشنهادي از مطالعات كتابخانهاي و روش دلفي استفاده گرديده است. نتيجه گيري: طبقه‌بندي پيشنهادي با توجه به سيستم‌هاي جهاني طبقه‌بندي و بر اساس تركيب تقسيم بندي‌هاي مختلف با استفاده از كدهاي الفبايي در سه سطح انجام گرفته است. از مهم ترين ويژگيهاي اين الگوي طبقه‌بندي، جامع بودن، نظام مندي و انعطاف پذيري مي‌باشد.

Introduction: One of the significant outcomes of Regional Physical plans and In other words, one of its main documents is producing a land use map and determining the macro uses in the study area. In the Regional Physical and Spatial plans, this is generally known as the Land use Zoning map (The Uniform Contract 19). It is regarded as one of the primary results of Regional plans through which the objectives, strategies and proposal for a plan are made possible. There are several distinct methods for preparation of land use zoning map in the theoretical literature and plan preparation. But before any action, It is necessary to establish the systematic structure in lands classification. As a result, it is necessary that the planner determines land use at the region scale by establishing an accurate method to present the zoning document. The study aims to check different land use and land cover classification systems to propose a pattern at regional and spatial scales. Methodology: The present research is to establish the structure and an applied research with a descriptive and analytical methodology. Therefore, the data are taken from the libraries to address the subject of research and to propose a pattern in this regard. Conclusion: According to the global systems of classification, the Suggested classification has been done in three levels with using Alphabetic code. The most important features of this pattern is generalization, systematic and flexibility.
