Evaluation of the successful criteria of public-private partnership in the development of Shiraz city

نيازهاي جديد شهري و توسعه شهرها، دولت‌هاي مركزي را با كمبود منابع مالي جهت تأمين خدمات شهري مواجه كرده است. اين موضوع به‌ويژه در زمينه تأمين مالي پروژه‌هاي شهري از ديد بخش خصوصي و بخش عمومي و به‌طور خاص، شهرداري‌ها جذابيت و اهميت خاصي پيداكرده است. هدف اصلي اين تحقيق اين است كه درك اينكه چه ميزان شهرداري هاي ايران آماده و مايل به استفاده از PPP در پروژه هاي توسعه شهري هستند و ميزان آگاهي آنها از چگونگي اجراي آنها‌، كه ممكن است بر موفقيت پياده سازي تاثير بگذارد در پروژه مي‌باشد. روش پژوهش: اين تحقيق به منظور شناسايي معيارها و فرصت‌ها براي پياده سازي موفق PPP در توسعه شهري طراحي شده است. روش انجام كار به صورت پرسشنامه اي و انجام مصاحبه با خبرگان و سرمايه گذاراني بوده كه با روش مشاركت عمومي-خصوصي در پروژه هاي شهري سرمايه گذاري كردند و همچنين، پيمانكارانِ عمرانيِ شهرداري كه تمايل به شركت در پروژه هايppp داشته اند. بر اساس روش كوكران، حجم نمونه گيري 104 نمونه برآورد گرديد. نتايج پژوهش: نتايج، با توجه به آزمون تطابق كندال و آزمون فريدمن، گوياي آن است كه از ميان عوامل آمادگي سازمان‌ها براي قوانين و مقرارات بالاترين رتبه را در موفقيت آميز بودن پروژه هاي توسعه شهري داشته اند. تدوين راهنماها و منابع اطلاعاتي در اين زمينه يكي از اقدامات مؤثر براي ظرفيت‌سازي و رفع ابهامات و سوءتفاهم‌هاي احتمالي در مورد مشاركت عمومي- خصوصي است.

Introduction and Objectives of the research: New urban needs and urban development have caused central governments to face a lack of financial resources to provide urban services. This issue, especially in the field of financing urban projects, has attracted the attention of the private sector and the public sector, and in particular, the municipalities. The main objective of this research is to understand how much of the municipalities are prepared and willing to use PPP in urban development projects and how well they know how they can be implemented, which may affect the success of the project. Method: This research is designed to identify the criteria and opportunities for the successful implementation of PPP in urban development. The method of doing the work was a questionnaire and conducted interviews with experts and investors who invested in public projects through public-private partnership, as well as municipal construction contractors who were willing to participate in ppp projects. According to Cochran method, sampling volume was estimated at 104 samples. Results: According to Kendall's fit test and Friedman test, the results indicate that among the factors of readiness of organizations for laws and regulations, they have had the highest rank in the success of urban development projects. The development of guides and information resources in this area is one of the effective measures for capacity building and eliminating possible ambiguities and misunderstandings about public-private partnerships.
