اساساً منظور از ديپلماسي فرهنگي تلاش براي آگاهي، مشاركت و تأثير بر افكار عمومي نهادها و دولتهاي ساير كشورهاست و يكي از حساس‌ترين مسائل مديريت فرهنگي مكانيسم به كارگيري ظرفيت هاي فرهنگي براي تأثير برافكار عمومي دولت‌هاي ساير كشورهاست. رسيدن به مقصد سياسي، امنيتي همواره از مهمترين اهداف كشورها در تدوين سياست خارجي‌شان بوده و بخصوص در سالهاي نيمه قرن 20 و پس از حوادث يازده سپتامبر رويكردهاي جديدي در ديپلماسي فرهنگي بوجود آمد كه به كشورها اجازه مي‌دهد با نفوذ بر روي توده‌هاي خارجي و آوردن آنها به صحنه بين‌الملل به منظور ايجاد فشار مؤثر بر دولتهاي آنها به هدف خود برسد و با توجه به هزينه‌ بالاي قدرت سخت، بهره‌گيري از قدرت نرم فرهنگي و در قالب اقداماتي همچون نوميدي در ميان مردم، تقويت نارضايتي مردم، تأثيرگذاري شديد بر افكار عمومي جامعه، استحاله سياسي، فرهنگي اولويت پيدا كرده و براي مقابله با اين نوع قدرت نرم فرهنگي غرب گام هاي مناسبي همچون افزايش سطح خودباوري ملي، استفاده از نگاه علمي براي بازسازي ديپلماسي فرهنگي كشور، بهره­ گيري از هويت اسلامي مقتدر، توليد علم و فناوري­هاي نوين، حمايت از فعاليتهاي فرهنگي در فضاي مجازي بردارد

One of the most vital issues of cultural management is the mecanism of utilizing cultural capacities to affect on the public believes of other countries' governments. Achieving the political and security objectives has been always among the most important goals of countries in compilating their forign policies and specially in the mid years of 20th century and following the September 11th events, there have been new attitudes in cultural diplomacy which allow the countries to achieve their goals by influencing the forign nations and bringing them to international fields with the aim of creating efficient pressure on their goverments. Considering the high cost of hard power, utiluzing the soft cultural power has been prioritized in form of measures such as creating disappointment among people, intensifying people's dissatisfaction, severely influencing on the society's public believes, political and cultural changes; to confront this kind of west soft cultural power, appropriate steps such as increasing national self-belief level, using scientific look to rebuild cultural diplimacy, utilizing powerful Islamic identity, producing modern technology and science and suporting activities in virtual world should be taken
