ﭘﯿﺎﻣﺪﻫﺎي ﺳﯿﺎﺳﯽ - اﻗﺘﺼﺎدي ﺗﻮﺳﻌﻪ رواﺑﻂ اﯾﺮان و ﭼﯿﻦ در ﭼﺎرﭼﻮب ﺳﯿﺎﺳﺖ ﻧﮕﺎه ﺑﻪ ﺷرق(1392-1384)

Political-Economic Outcomes of Development of Iran-China Relations in the Framework of Look to East Policy (2005-2013)

ﺑﺎ آﻏﺎز ﺑﻪ ﮐﺎر دوﻟﺖ ﻫﺎي ﻧﻬﻢ و دﻫﻢ ﺳﯿﺎﺳﺖ ﻧﮕﺎه ﺑﻪ ﺷﺮق ﺑﻪ روﯾﮑﺮد اﺻﻠﯽ دﺳـﺘﮕﺎه دﯾﭙﻠﻤﺎﺳـﯽ اﯾـﺮان ﺗﺒﺪﯾﻞ ﺷﺪ. در ﻫﻤﯿﻦ ﭼﺎرﭼﻮب، ﺗﺤﺖ اﻟﺰاﻣﺎت ﻣﻮﺟﻮد ﺗﻮﺳﻌﻪ رواﺑﻂ ﺑﺎ ﭼﯿﻦ از ﺟﺎﯾﮕﺎه ﻣﻬﻤـﯽ در ﺳﯿﺎﺳـﺖ ﺧﺎرﺟﯽ ﺑﺮﺧﻮردار ﮔﺸﺖ؛ ﺑﻪ ﻃﻮري ﮐﻪ ﺗﻬﺮان و ﭘﮑﻦ ﻣﻨﺎﺳﺒﺎت ﮔﺴﺘﺮده اي را در اﯾﻦ ﻣﻘﻄﻊ ﺗﺠﺮﺑـﻪ ﮐﺮدﻧـﺪ. ﺑﺮ ﻫﻤﯿﻦ اﺳﺎس، ﺳﺆال اﺻﻠﯽ اﯾﻦ ﭘﮋوﻫﺶ ﺑﺮ اﯾﻦ ﻣﺒﻨﺎ ﺷﮑﻞ ﮔﺮﻓﺘﻪ ﮐﻪ ﺗﻮﺳﻌﻪ رواﺑـﻂ اﯾـﺮان و ﭼـﯿﻦ ﺑـﯿﻦ ﺳﺎل در ﻗﺎﻟﺐ ﺳﯿﺎﺳﺖ ﻧﮕﺎه ﺑﻪ ﺷﺮق، ﭼﻪ ﭘﯿﺎﻣﺪﻫﺎي ﺳﯿﺎﺳﯽ و اﻗﺘﺼﺎدي ﺑـﺮاي اﯾـﺮان 1384 ﺗﺎ 1392 ﻫﺎي ﺑﻪ دﻧﺒﺎل داﺷﺘﻪ اﺳﺖ؟ اﯾﻦ ﭘﮋوﻫﺶ ﺑﺎ ﺑﻬﺮه ﮔﯿﺮي از روش ﺗﻮﺻﯿﻔﯽ- ﺗﺤﻠﯿﻠﯽ و ﺑﺎ ﮐﺎرﺑﺴﺖ رﻫﯿﺎﻓﺖ ﻧﻈـﺮي دوﻟﺖ ﻫﺎي ﺗﺠﺪﯾﺪ ﻧﻈﺮ ﻃﻠﺐ اﺳﺘﺪﻻل ﻣﯽ ﮐﻨﺪ ﮐﻪ ﺗﻮﺳﻌﻪ رواﺑﻂ اﯾﺮان و ﭼﯿﻦ در ﻗﺎﻟـﺐ ﺳﯿﺎﺳـﺖ ﻧﮕـﺎه ﺑـﻪ ﺷﺮق ﻫﻤﺰﻣﺎن ﺑﺮاي اﯾﺮان داراي ﭘﯿﺎﻣﺪﻫﺎي اﯾﺠﺎﺑﯽ و ﺳﻠﺒﯽ ﺑﻮده اﺳﺖ. ﺑـﻪ ﻋﺒـﺎرﺗﯽ، ﮔﺴـﺘﺮش ﺑـﯽ ﺳـﺎﺑﻘﻪ رواﺑﻂ ﺑﺎ ﭼﯿﻦ ﯾﮏ اﻟﺰام و ﺳﺎزوﮐﺎر ﺑﺮاي ﺧﺮوج از اﻧﺰوا و ﻣﺤﺪودﯾﺖ ﻫـﺎي ﮐﻮﻧـﺎﮔﻮن ﺑـﯿﻦ اﻟﻤﻠﻠـﯽ ﻣﺤﺴـﻮب ﻣﯽ ﮔﺮدﯾﺪ. اﻣﺎ ﺗﻮﺳﻌﻪ ﻣﻨﺎﺳﺒﺎت ﭘﯿﺎﻣﺪﻫﺎي ﻣﻨﻔﯽ و ﺗﻬﺪﯾـﺪات ﮔﻮﻧـﺎﮔﻮﻧﯽ ﺑـﻮﯾﮋه در ﺣـﻮزه اﻗﺘﺼـﺎدي ﺑـﺮاي ﮐﺸﻮر ﺑﺪﻧﺒﺎل داﺷﺖ ﮐﻪ آﺛﺎر آن ﺗﺎ ﺑﻪ اﻣﺮوز ﻗﺎﺑﻞ ﻣﺸﺎﻫﺪه اﺳﺖ.

With initiating of the ninth and tenth administration, Look East Policy turned to Iran’ s main approach in foreign policy apparatus. In this framework, under existing necessities, development of relations with China received significant importance; in that Tehran and China experienced a vast interaction in this period of time. Accordingly, the main question of research is that what were the political and economic outcomes of the development of Iran and China relations in the framework of the Look East Policy. This research by utilizing descriptive-analytical method and applying theoretical approach of revisionist states argues that development of Iran and China relations in the framework of the Look East Policy had simultaneously opportunities and threats for Iran. In other words, unprecedented developing relations with China was a necessity and mechanism for exiting from international isolations and limitations. However, the developing of the relations had negative consequences and threats in particular in economic sphere for Iran which are noticeable up to present time.
