(The Role of Diplomacy and Russian Energy Security Strategy in Russian Foreign Policy (2000-2015

انرژي داراي ارزش و اهميت بسيار تعيين كننده‌اي در روابط بين‌الملل مي‌باشد و وجود آن در هر منطقه جغرافيايي مي‌تواند آن منطقه را تبديل به عرصه‌اي براي رقابت و كشاكش نموده و صف‌بندي‌ها و آرايش‌هاي سياسي را حول آن شكل ‌دهد. در راستاي دكترين فوق روسيه به‌ دنبال استفاده حداكثري از انرژي و تسلط بر مناطقي است كه داراي منابع انرژي مي‌باشند تا قدرت خود را بازيابد وبيشترين تأثير را بر سياست‌هاي كشورهاي وابسته به انرژي خود به ويژه اتحاديه اروپا و كشورهاي آسياي مركزي و قفقاز برجاي بگذارد. بنابراين پژوهش حاضر با استفاده از روش توصيفي و تحليلي به بررسي ديپلماسي و راهبرد امنيت انرژي روسيه و جايگاه و اهميت آن در سياست خارجي روسيه بين سال‌هاي 2000 تا 2015 مي‌پردازد. كه براساس يافته‌هاي پژوهش روسيه با بهره گيري از ديپلماسي و راهبرد امنيت انرژي تهاجمي در سياست خارجي خود از انرژي به عنوان ابزاري براي بازگشت اين كشور به صحنه بين‌المللي و بازيابي قدرت خود در سطح جهاني و وابسته نگه‌داشتن جمهوري‌هاي شوروي سابق و اتحاديه اروپا به خود است.

Energy is of paramount importance in international relations, and its existence in any geographical area can transform that region into an arena of competition and conflict and shape political alignments and arrangements. In line with the above doctrine, Russia seeks to make the most of its energy use and domination over areas with energy resources to regain its power and to exert the greatest influence on the policies of its energy-dependent countries, especially the European unio‎n and Central Asian countries and the Caucasus. Therefore, the present study, using a descriptive and analytical approach, examines diplomacy and Russian energy security strategy and its role and significance in Russian foreign policy between 2000 and 2015. Based on Russian research findings, using diplomacy and aggressive energy security strategy in its foreign policy on energy as a means of bringing the country back to the international arena and restoring its power globally and keeping the former Soviet republics and the European unio‎n dependent. .
