چكيده فارسي :
آموزش عالي ايران در دو دهه گذشته با چالش‌ها و مسائل متعددي مواجه شده است. گسترش كمي دانشگاه‌ها، كثرت موسسات آموزشي متنوع، افزايش تعداد دانشجويان و گاهاً وجود خيل عظيم دانش آموخته بيكار از جمله چالش‌هايي هستند كه نظام آموزش عالي ايران را با مشكلات عديده‌اي مواجه نموده است. اين چالش‌ها لزوم مسئوليت پذيري و پاسخگويي را در نظام آموزش عالي ايران منجر شده است و نظام دانشگاهي را وادار به بازانديشي عالي ايران منجر شده است و نظام دانشگاهي را وادار به بازانديشي در ساختار، رسالت، اهداف، كاركردها و فرايندهاي خود نموده است. مي‌توان گفت كه با توجه به نقش آموزش عالي در بالندگي علمي و اثرگذاري آن بر مهمترين سرمايه‌هاي يك كشور، كه همان سرمايه‌هاي انساني كشور هستند و همچنين اهداف سند چشم‌انداز جمهوري اسلامي ايران در افق 1404، نظام آموزش عالي نيازمند تحولي نظام‌مند است. در اين شرايط اگر آموزش عالي مي‌خواهد از تغييرات عظيم و سريع محيطي عقب نماند و كارآمدي خود را از دست ندهد، بايستي در خود و نظام حاكميتي خود تغييراتي هدفمند و معنادار ايجاد نمايد. لذا بر اين اساس در پژوهش حاضر هدف اصلي بررسي سير تحول نظريات حكمراني در نظام آموزش عالي و دانشگاه‌ها جهت ارتقاء بهره وري ميباشد. در اين راستا در پژوهش حاضر مفهوم حكمراني در نظام آموزش عالي مورد بررسي قرار گرفت، سپس به الگوهاي حكمراني در آموزش عالي اشاره شد و در ادامه نمونه‌هاي جهاني حكمراني دانشگاهي مبتني بر مديريت دانش و نظام ارزيابي، همچنين مقايسه ايميان الگوهاي مديريت دانشگاهي صورت گرفت و به مدل‌هاي نظري حكمراني دانشگاهي اشاره گرديد و در نهايت نيز به بر خي تحقيقات در زمينه حكمراني در نظام آموزش عالي و دانشگاه‌ها اشاره شده است.
چكيده لاتين :
The main purpose of the present research is to explain the factors affecting the transparency, accountability and participation of higher education governance. It can be said that according to the nature of the present research , this research has been based on the purpose of the fundamental type and has been categorized according to the method of exploration (of a qualitative type) . In this research, the sampling method (to achieve theoretical saturation) has been used in the sampling process. The statistical population of the study consisted of two groups of academic directors and professors interviewed by open interview. In this research , considering that the purpose of the study was to provide a model for governance in higher education , some quality analysis methods such as theme analysis were used to analyze the interviews (coding and determining the main and minor themes). Therefore, in this study, by combining the results obtained in each interview and comparing and comparing the results with each other, the analysis was performed within each of the study subjects. At this stage, the themes expressed in various interviews and as a result of saturation were identified as the results of the study on the studies considered. The final output of the mentioned steps is a table of main themes and, ultimately, the final model of research consists of nine main factors: political political transparency, economic transparency, administrative transparency (bureaucratic), social political accountability, economic accountability, administrative accountability (Bureaucratic), social political participation, economic participation, administrative participation (bureaucratic).
