چكيده فارسي :
نظام انقلابي جمهوري اسلامي ايران، مراحل تاريخ‌ساز و بلكه مراتب تكويني و تكاملي، نهادسازي و تأسيس، دفاع مقدس و تثبيت و توسعه زيربنايي را با هزينه‌هاي گزاف اما با كارآمدي زيرساختي (ارزشي، بينشي و منشي) هرچه فراتر از سر گذرانده و پشت سر گذاشته است. هم‌اينك الگوسازي پيشرفت و دولت‌سازي، جامعه‌سازي و امت‌سازي تا مرز تمدن‌سازي نوين اسلامي ايراني را به‌ترتيب در چشم‌انداز ملي و فراملي كوتاه‌بُرد و كوتاه‌مدت، ميان‌برد و ميان‌مدت و بلندبُرد، بلندگستر و بلندمدت خود دارد. اين نيازمند ارتقاي هرچه فراتر كارآمدي است. چالش ارتقاي هرچه فراتر كارآمدي ساختاري و راهبردي ملي خود به‌منظور دستيابي به چشم‌انداز و تحقق اهداف بلند آن، پيشاروي جمهوري اسلامي ايران قرار دارد. طرح و تبيين ارتقاي كارآمدي و كارآمدسازي نظام سياسي، ملت و دولت (هيئت حاكمه) جمهوري اسلامي ايران، نقش الگوسازي اسلامي-ايراني پيشرفت به‌ويژه الگوسازي دولت در كارآمدسازي نظام و دولت‌سازي كارآمد است. باتوجه‌به نقش تأثيرگذار و حتي تعيين‌كننده دولت و كارآمدي آن در تعيين سرنوشت ملت و كارآمدي نظام سياسي، پرسش اصلي اين است: دولت‌سازي كارآمد جمهوري اسلامي ايران چيست؟ پرسش‌هاي فرعي نيز به چرايي، چيستي و چگونگي اين دولت‌سازي مي‌پردازد. فرضيه اين پژوهش اين است: «الگوسازي اسلامي-ايراني پيشرفت، سبب ارتقاي هرچه فراتر كارآمدي نظام جمهوري اسلامي ايران خواهد شد». توضيح فرضيه اين‌گونه خواهد بود: در اين مقاله با نقادي گفتمان و الگوي رقيب توسعه تك‌ساحتي مدرنيستي غربي و نظريه‌پردازي تمدن پيشين اسلامي-ايراني، به نظريه‌سازي گفتمان و الگوي اسلامي و ايراني پيشرفت سياسي مي‌پردازيم. روش پژوهش تحليل متن و محتواي آثار، اسناد و آرا در اين زمينه است. يافته اجمالي ازاين‌قرار است: الگوسازي اسلامي-ايراني پيشرفت، ضمن كارآمدي، بهره‌وري و اثربخشي ذاتي و دورن‌زادي خود، مانع رفتار پاندولي (زيگزاكي) نوسان‌ساز و فرصت‌سوز بحران‌آفرين دولت‌هاي پي‌درپي و جايگزين بوده و مسبب سير تحقق پيشرفت متكامل (پلكاني) كشور و نظام جمهوري اسلامي ايران شده است و مي‌شود.
