Evaluating the Laws, regulations and pricing principles of pricing regolatory agencies in Iran

هدف مقاله حاضر بررسي آثار قيمت‌گذاري ناشي از مداخله در مكانيسم قيمت و تكليف نمودن بازار به اعمال قيمت‌هاي كف و سقف و يا استفاده از ضوابط قيمت‌گذاري، توسط نهادهاي تنظيم‌گر مي‌باشد. در اين مقاله با بررسي نهادهاي متولي و احصاء چالش‌هاي نظام قيمت‌گذاري كالاها و خدمات با استفاده از روشهاي تحقيق(هنجاري و توصيفي- تحليلي) به ارائه راهكارهاي بهبود وضعيت موجود پرداخته خواهد شد. يافته‌هاي اين مطالعه حاكي از آن است كه عليرغم وجود 15 نهاد و سازمان دولتي و شبه دولتي تنظيم‌گر در حوزه قيمت­گذاري،‌ چالشهايي از جمله اتخاذ يك رويه واحد قيمت‌گذاري براي تمامي كالاها و با هر ساختاري همچنان در كشور وجود دارد.علاوه بر اين داشتن رويكرد سركوب قيمتي، قيمت­گذاري غيرمتوازن در چارچوب زنجيره ارزش به واسطه تفاسير مختلف از قوانين در حوزه قيمت گذاري، تورم قوانين و مقررات و ... منجر به عدم توازن و ناهماهنگي در نحوه مداخله دولت و ساير نهادهاي ذي ربط در طول زنجيره ارزش گروه‌هاي كالايي مختلف مي‌شود كه تبعات اين تصميم‌گيري در نوسان شديد قيمت،‌ متاثر ساختن قيمتهاي نسبي و ... بروز خواهد كرد و باعث بي ثباتي در اقتصاد خواهد شد.

Research (normative and descriptive-analytical) will provide solutions to improve the current situation.The findings of this study indicate that despite the existence of 15 governmental and quasi-governmental regulatory institutions and organizations in the field of pricing, challenges including adopting a single pricing procedure for all goods and with any structure, having a price suppression approach, pricing There are different interpretations of the rules, etc., which lead to inconsistencies in the way the relevant institutions intervene along the value chain of different commodity groups. The consequences of this decision will occur in severe price fluctuations, which will cause instability in the economy.
