The impact of cultural development on reducing smuggling in the south of the country

زمينه و هدف: قاچاق كالا از اقسام جرائم اقتصادي است كه با توجه به آثار و عواقبي كه در سطح اقتصاد ملي دارد،مبارزه‌ با آن به عنوان يكي از اولويت‌هاي اصلي كشور محسوب مي‌شود و دستگاه‌هاي متعددي به عنوان متولي مبارزه با قاچاق به فعاليت مي‌پردازند.اگرچه عواملي اصلي ايجاد پديده قاچاق را بايد در بخش تجاري و بازرگاني جستجو كرد؛ولي همين عوامل ريشه‌هاي عميق فرهنگي دارد كه شناسايي اين عوامل مي‌تواند به ريشه‌يابي قاچاق و حل‌ بنياني اين پديده كمك شاياني كند.از طرف ديگر اگرچه در مطالعات مختلف،بيشتر آثار قاچاق بر حوزه‌هاي‌ اقتصادي بررسي شده است؛ولي گسترش اين پديده،آثار و عواقب متعددي در حوزه فرهنگ نيز دارد كه شناخت‌ اين اثرات بيانگر نقش مخرب اين پديده بر فرهنگ جامعه و مبين لزوم برخورد قاطع با اين پديده و اتخاذ سياست‌هاي مناسب براي رفع آن است. روش تحقيق: هدف اين مقاله بررسي تاثير توسعه فرهنگي بر كاهش قاچاق كالا در جنوب كشور است. روش پژوهش به صورت كتابخانه اي و مبتني بر متون موجود است. نتايج و يافته‌هاي تحقيق: بدون شك پديده قاچاق كالا از جمله موضوعاتي است كه مي بايست آنرا در يك فرايند چند وجهي مورد توجه و ارزيابي قرار داد . علاوه بر دلايل اجتماعي ، سياسي ، اقتصادي موضوع قاچاق كالا در بستر رشد و شكل گيري تا مرحله عملياتي داراي ريشه فرهنگي است . بنابراين به نظر مي رسد در قالب توسعه فرهنگي موضوع قابل ملاحظه و ارزيابي مي باشد . بطوري كه مغفول ماندن اين موضوع و همچنين زمينه هاي توسعه فكري و فرهنگي از جمله دلايل شكل گيري چنين پديده اي بوده كه عليرغم دارا بودن مكانيسم هاي موثر فرهنگي در كشور ما همچنان به موضوعي لاينحل تبديل شده است .

Background and Objective: Smuggling of goods is one of the types of economic crimes that according to its effects and consequences at the national economy, fighting it is considered as one of the main priorities of the country and several agencies are responsible for combating smuggling. Although the main factors in the phenomenon of trafficking should be sought in the commercial and commercial sectors, these factors have deep cultural roots that identifying these factors can help to eradicate trafficking and the root cause of this phenomenon. Smuggling has been studied in the economic field, but the spread of this phenomenon has several effects and consequences in the field of culture. Knowing these effects indicates the destructive role of this phenomenon on society's culture and indicates the need to deal decisively with this phenomenon and adopt appropriate policies to eliminate it. .
Research Method: The purpose of this paper is to investigate the effect of cultural development on reducing smuggling in the south of the country. The research method is library-based and text-based.
Results and Findings of Research: Undoubtedly, the phenomenon of smuggling of goods is one of the issues that should be considered and evaluated in a multifaceted process. In addition to social, political, and economic reasons, the issue of smuggling of goods in the context of growth and formation to the operational stage has cultural roots. Therefore, it seems that in the form of cultural development, the issue is significant and evaluated.
